RECOMMENDED ACTION:
Adopt Resolution No. q?-lb35 setting the date to connect to the underground syster
Underground Utility District No. 16 to be November 14, 1997.
ITEM EXPLANATION:
On January 14, 1997, the City Council held a public hearing and adopted Resolution No. 96 designating portions of Monroe Street and Chestnut Avenue as Underground Utility District Nc
in accordance with Chapter 11.08 of the Municipal Code. All owners were sent a notice of form
of the underground district. The Municipal Code also states that the Council shall fix, by subsec
resolution, the date by which owners must be ready to connect to the underground system.
San Diego Gas and Electric Company (SDG&E) and the other utility companies are responsib
all construction work for this project. They have completed the installation of the undergrour
conduits and will be installing cable in October. Work began on June 23, 1997. SDG&E estin
that cable installation will be completed by November 3, 1997, and poles will be ready for ren
November 15, 1997. Pole removal depends on Pacific Bell’s readiness, but should occur by n
late November. SDG&E also estimates that customers should be ready to connect tc
underground system by November 3, 1997. All property owners and residents have alr
received notice of this date from SDG&E. It is the responsibility of each owner to hire a contr
and install underground service to their residences at their own expense.
Immediately following Council’s adoption of the resolution setting the date to connect, notices M sent by the City to all property owners and residents.
FISCAL IMPACT:
The entire cost of the distribution system undergrounding will be paid by San Diego Gas
Electric Company, Pacific Bell, and Daniel’s Cablevision, under Rule 20A of the Public 1 d a.! 3 Commission. a E fL

Each property owner will be responsible for undergrounding their own service connection fron
distribution system to their building. The cost to each property owner is estimated to be betv
$1,000 and $1,500 per service.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, SElTlNG THE DATE TO BE READY
TO CONNECT TO UNDERGROUND ELECTRIC SYSTEM IN
UNDERGROUND UTILITY DISTRICT NO. 16.
WHEREAS, on January 14, 1997, the City Council of the City of Carisbad ad
Resolution No. 96-424 establishing Underground Utility District No. 16; and
WHEREAS, Section 11.08.030 of City Code requires that property owners be notil
the date to be ready to connect to the underground system by subsequent resolution; and
WHEREAS, the underground system is to be completed by November 3, 1997
overhead poles are to be removed by November 14,1997.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car
California, as follows:
1. That the date on which affected property owners must be ready to conn
underground service is November 14, 1997.
2. That a certified copy of this resolution be recorded in the County Recorder's
and also mailed to each affected property owner.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City C
held on the 21st day of October , 1997 by the following vote, to wit:

Dear Customer:
Subject : Monroe Street 20A Conversion
I would like to take this opportunity to let you know we have begun construction to convert the overhe:
electric facilities to an underground system along Chestnut Avenue and Monroe Street, Carlsbad.
Your new underground electric service cable will be installed by SDG&E and, in most cases, there will
no charge from SDG&E for our portion on this work.
Your responsibility in the project is to perform the work on your own property to receive the new
underground electric service. This includes trenching, backfill, conduit (if any) and changing your elec
metering equipment to receive the new underground service.
In order to prevent interruption of electric service, it is very important that you complete your work by :
certain time. Every property owner should have his electrical work done by November 3, 1997. We
recommend that you do not commence your work until SDG&E has installed the conduit stub to your
property line. This will avoid confusion or possible errors in the work performed by your contractor. It
will also allow us to energize the underground electric system and disconnect the existing overhead
services.
The work of changing your existing electrical facilities to accept underground service should be done I
a licensed electrician and requires both a permit and an inspection by the City of Carlsbad.
Several Service Guide pages and your service and meter location slip are enclosed. Be sure to provil
your electrician with a copy of the service and meter location slip to eliminate any misunderstanding o
the work to be completed.
SDG&E will be represented in the field by an Inspector and all work and material shall be subject at al
times to inspection.
To ensure that your service is installed in a timely manner, please follow instructions
contained in the Standards, specifications and drawings enclosed, use only approved
materials, and coordinate the installation with our Inspector by calling before 2:OO PM

Our Inspector may be contacted prior to the start of your trenching to answer any questions you may
have concerning your project. Your Project Coordinator, Darrell Witt, will coordinate your project thro
the construction phase and can be reached at (760) 480-7608.

Inspection of your work by our Inspector is required at the trenching, conduit installation, conduit
mandreling, backfill, compaction, substructure installation and completion stages of construction. Aft1
your trench and conduit have been inspected by us, our underground cable can be installed in 7-1 0
working days.
The telephone company and cable TV company will also convert their existing overhead lines within t
street right-of-way at their expense.
