CLK RECOMMENDED ACTION: Adopt Ordinance No. NS-425, approving a Master Plan Amendment on approximately 690 acres of land located south of Palomar Airport Road, north of Local Facilities Management Zone 6, west of the eastern city boundary, and east of the Bressi Ranch Property, in Local Facilities Management Zone 18. ITEM EXPLANATION Ordinance No. NS-425 was introduced and first read at the City Council meeting held on October 21, 1997. The second reading allows the City Council to adopt the ordinance which would then become effective in thirty days. (This Ordinance shall not be effective within the City’s Coastal Zone until approved by the California Coastal Commission.) The City Clerk will have the ordinance published within fifteen days, if adopted. FISCAL IMPACT See Agenda Bill No. 14,394 on file with the City Clerk. EXHIBITS 1. Ordinance No. NS-425. ORDINANCE NO. IS-425 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE RANCH0 CARRILLO MASTER PLAN AMENDMENT (MP 139(F)) ON APPROXIMATELY 690 ACRES OF LAND LOCATED SOUTH OF PALOMAR AIRPORT ROAD, NORTH OF LOCAL FACILITIES MANAGEMENT ZONE 6, WEST OF THE EASTERN CITY BOUNDARY, AND EAST OF THE BRESSI RANCH PROPERTY (LOCAL FACILITIES MANAGEMENT ZONE 17) IN LOCAL FACILITIES MANAGEMENT ZONE 18. CASE NAME: RANCH0 CARRILLO MASTER PLAN CASE NO.: MP 139(F) WHEREAS, the City Council of the City of Carlsbad has reviewed and considered a Master Plan for future development of the site; and WHEREAS, after procedures in accordance with the requirements of the law, the City Council has determined that the public interest indicates that said plan be approved. NOW, THEREFORE, the City Council of the City of Carlsbad does ordain as follows: SECTION I: That the Ranch0 Carrillo Master Plan, MP 139(F), dated September 3, 1997, on file in the Planning Department, and incorporated by reference herein, is approved. The Master Plan shall constitute the zoning for this property and all development of the property shall conform to the plan. SECTION II: That the findings and conditions of the Planning Commission in Planning Commission Resolution No. 4167 shall also constitute the findings and conditions of the City Council. EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in a publication of general circulation in the City of Carlsbad within * 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 fifteen days after its adoption. (Not withstanding the preceding, this ordinance shall not be eflective within the City’s Coastal Zone until approved by the California Coastal Commission.) INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City Council on the 21st day of October 1997, and thereafter.
