LIB CITY ATw( I I I RECOMMENDED ACTION: Adopt Resolution No. qqv'5%thorizing the Carlsbad City Library to apply for a gra the California Library Literacy Service. ~ ~ ~~~~~~~~~~~~ ITEM EXPLANATION: The Carlsbad City Library has provided an adult literacy program since 1984. Since the library's Adult Learning Program has been fully supported by the City's General Under legislation approved in 1990, which created the California Library Literacy Se the State Library has provided matching grants to California Public Libraries that ha literacy programs for over five years. The library has received these matching granl past seven years. For the Carlsbad City Library, State matching funds for 1997-98 ' $28,857, based on the Adult Learning Program's current budget of $1 36,267. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State matc funds. These matching funds are awarded by the State to extend or enhance existi literacy services. Grant funds, again, will be used primarily for one-time purchases of equipment and w Ci computer software. Information on the proposed purchases is detailed in the Plan ( Service Narrative in Exhibit 3. WHEREAS, the Carlsbad City Library Adult Learning Program provides to meet the literacy needs of adults; and WHEREAS, the Carlsbad City Library Adult Learning Program supports goals of the City Council and the objectives of the Library; and WHEREAS, the California State Library will provide additional support fc Adult Learning Program with grant funds; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City Carlsbad, California as follows: 1. Matching Funds Library Name Carlsbad City Library Use this page and addtiond pages as needed to describe how your library d1 use the CLSA matching ftnds for the California Library Literacy Services requested for Fiscal Year 1997198. Carlsbad City Library will use 97/98 California Library Literacy Services matching funds to upgrade and expand the instructional computer lab and for ongoing support of tutors and learners: Upgrade and Expand Instructional Computer Lab (Equipment $22,500; Communications $420) Over 90% of tutoring pairs now use the instructional computer lab as a major component of their tutoring sessions. Technology advances, software demands, and maintenance issues make it necessary to replace the server and the existing hardware at the 6 stations with pentium units. A defective printer also needs to be replaced. Additionally, instructional resources will be expanded through Internet access to the online adult education network. Ongoing Support " of Adult Learners and Volunteer Tutors (Instructional Resources $2,200; Personnel $1,200; Other $2,537) Funds will be used to purchase additional textbooks for adult learners, as well as sets of comprehension development materials. Funds will also be used to purchase the new version of LiteeuacyPro, the literacy program management software, for more efficient program management. Part-time personnel hours will be increased slightly for additional supervision of tutoring pairs and computer use.
