J TITLE: ESTABLISH A 35 MILE PER HOUR PRIMA FACIE PALOMAR AIRPORT ROAD TO LEGO DRIVE 0 RECOMMENDED ACTION: introduce Ordinance No, fl$- Ya8 to establish a 35 mile per hour prima facie speed limit upc Armada Drive from Palomar Airport Road to LEGO Drive. ITEM EXPLANATION: Armada Drive is a newly constructed roadway located in the Carlsbad Ranch project. In late Ma 1997, the road was completed and continuous travel between Palomar Airport Road and LEG1 Drive was possible. Armada Drive is a secondary arterial 0.87 miles in length and has two traff lanes in each direction. On-street parallel parking is permitted on a portion of the roadway. Bicycl lanes and bus turnouts are provided, in addition to sidewalk on both sides of the road. Armada Drive intersects Palomar Airport Road to the south at a signalized intersection. On th northerly end of Armada Drive, it intersects LEGO Drive at the roundabout. There are about 2,lC vehicles per day using the road which has a buildout projection of 12,000 vehicles per day. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. Tt Engineering and Traffic Survey considers such factors as the number of collisions that ha\ occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, adjacel land uses, driveway locations, critical speed, conditions that may not be readily apparent to th drive, horizontal and vertical alignment, stopping sight distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Safety Commission 2 their September 8, 1997 meeting. By a 5-0 vote, the Commission recommended that the prim facie speed limit on Armada Drive from Palomar Airport Road to its intersection with LEGO Driv be established at 35 miles per hour. The current version of the Engineering and Traffic Survey is on file in the Office of the City Traffi Engineer. FISCAL IMPACT: Installation of four speed limit signs will cost about $500. NS-428 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44. OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.540 TO ESTABLISH A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON ARMADA DRIVE FROM PALOMAR AIRPORT ROAD TO ITS INTERSECTION WITH LEGO DRIVE. The City Council of the City of Carlsbad, California, hereby ordains as follows: 8 SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amend by the addition of Section 10.44540 to read as follows: “10.44.540 Armada Drive: 9 10 ‘r , 11 12 13 14 15 16 17 18 19 Upon Armada Drive from Palomar Airport Road to its intersection with LEGO Drive, the prima facie speed limit shall be thirty-five miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoptil and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it be published at least once in a newspaper of general circulation in the City of Carlsbad witt fifteen (1 5) days after its adoption.
