Introduce Ordinance No. NS- 4&7 to establish a 40 mile per hour prima facie speed limit up( Cannon Road from Paseo Del Norte to LEGO Drive. I ITEM EXPLANATION: Cannon Road is designated as a major arterial on the Circulation Element and is constructed i major arterial standards between Paseo Del Norte and LEGO Drive. Cannon Road terminates i the intersection of LEGO Drive. The prima facie speed limit on Cannon Road from Carlsbz Boulevard to Car Country Drive, established in 1991 is 35 miles per hour. The segment of Cannc Road from Car Country Drive to LEGO Drive was completed in late 1996 and does not have prima facie spe.ed limit established. A traffic signal has been installed at the intersection of Cannon Road and Paseo Del Norte. Tt intersection of Cannon Road and LEGO Drive functions as a 90' turn at this time. In the futuri Cannon Road will be extended easterly from LEGO Drive to connect with El Camino Re: Caltrans is currently designing improvements to the Cannon Roadllnterstate 5 interchange wi, construction scheduled during 1998. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. Th Engineering and Traffic Survey considers such factors as the number of collisions that hav occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, adjacer land uses, driveway locations, critical speed, conditions that may not be readily apparent to th drive, horizontal and vertical alignment, stopping sight distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Safety Commission i their September 8, 1997 meeting. By a 5-0 vote, the Commission recommended that the prim facie speed limit on Cannon Drive from Paseo Del Norte to its intersection with LEGO Drive I: established at 40 miles per hour. The existing 35 mile per hour prima facie speed limit on Cannc Road from Carlsbad Boulevard to Paseo Del Norte would remain unchanged. The current version of the Engineering and Traffic Survey is on file in the Office of the City Trafl Engineer. FISCAL IMPACT: Installation of four speed limit signs will cost about $500. EXWI51TS: I. NS-429 2 3 4 5 AN ORDINANCE OF TUE CITV COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF SECTION 10.44.380 TO ESTABLISH A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON CANNON ROAD FROM PASEO DEL NORTE TO ITS INTERSECTION WITH LEGO DRIVE. 6 The City Council of the City of Carlsbad, California, hereby ordains as follows: 7 SECTION 1 : That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amend1 8 by the revision of Section 10.44.380 to read as follows: “10.44.380 Cannon Road: 9 10 11 12 a. Upon Cannon Road from Carlsbad Boulevard to its intersection with Paseo Del Norte, the prima facie speed limit shall be thirty-five miles per hour. b.
