HD.& E: a 2 0 F 0 .. a 6 2 3 0 0 I I RECOMMENDED ACTION: That the City Council ADOPT Resolution No. c) 3 - 64 5 appropriating money from the ( Fund Contingency Account to the Building Department Budget to cover the additional plar professional services costs, additional labor costs for field inspection and front counter servic overtime expenses. ITEM EXPLANATION: The current level of construction activity in Carlsbad is much higher than staff anticipated w 1997-98 budget was adopted. Although staff conservatively estimated a moderately increased level, construction levels are approximately 40% above last year’s level. The City has issued for 320 new dwelling units in the first fiscal quarter. This is an annualized rate of 1200 units a not include 35 dwellings being replaced after last year’s Harmony Grove Fire. Commerc Industrial projects are increasing at a higher rate. The activity levels for those new buildil tenant improvements are up 76% from last year. Plan check applications continue to come remarkable rate, Almost the entire budget estimate for miscellaneous professional services k depleted in the 1”‘ quarter of the fiscal year. Consequently field inspection levels have increased by 57% from last year. Each inspector, ir the City’s Principal Building Inspector, is averaging over 35 inspections per day per person far above the recommended level of between 15-20 per day per person. This daily rate of ins: leaves no time for administrative and supervisory duties from management staff, and routinely causing two day delays in service delivery, especially when a vacation or sick da: Inspectors can no longer set appointments or even estimate arrival times by morning or aj The normal inspection delivery standard is next day service with some ability to set appoint estimate morning or afternoon inspections. Quality levels of inspections can no longer be de because supervisory staff is booked solid doing routine inspections on their own projects. ’ rate for over time and part time salaries is also commensurately higher. Staff has use $10,000 in overtime expenses so far when only $2,000 was budget for the entire year. As a result of this activity, the professional services account for plan checking nee replenished, the account for temporary help needs to be supplemented, and staff is recon adding a permanent, fill time Building Inspector position to the Building Department bud Principal Building Inspector is requesting that an additional $ 225,000 be added to the Misc Professional Service account to pay for increases in plan check costs; that an additional $2 added to the Temporary Help account to pay for additional part time salaries; and that an 2 $26,500 be added to the Full Time Salaries account to hire an additional journey level inspe a current eligibility list; and that $4,000 be added to the miscellaneous Computer Hardwar be added to purchase a computer for front counter services. CHECKING. WHEREAS, the Building Department of the City of Carlsbad is required to perfor checks and construction inspections of new structures, and WHEREAS, the demand for plan checks has been such that the Building Dep; must contract with a private firm to perform the plan check work, and WHEREAS, projections of costs based on average monthly demand show that appropriations are insufficient to cover costs for the remainder of the 1997-98 fisc: I ~ and WHEREAS, the City has a service delivery standard for field inspection to provic 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 day inspection service, and WHEREAS, the City is currently unable to provide this level of service given dc for inspections, and WHEREAS, the City of Carlsbad receives revenues from plan check and ins1 fees to cover the cost of providing this service; e ..
