Adopt Resolution No. 97-b"appropriating $25,000 from the Gas Tax Fund to the
Maintenance Miscellaneous Services Account for the replacement of handrail pickets ov
Agua Hedionda Bridge.
ITEM EXPLANATION:
The railings over the Agua Hedionda Bridge and along Carlsbad Boulevard were installed o
years ago as part of the Carlsbad Boulevard widening project. The handrail pickets over the
Hedionda Bridge are now failing, which leave wide openings in the railings, posing a dan
children falling through to the jetty below. The Street Maintenance Division has temp
repaired the area with heavy-duty wire to prevent any such falls.
The failure of the pickets is caused by the expansion of the inner magnesium post pin which I
blows out the aluminum picket casing. Weather conditions hasten this process, and eventu
of the pickets of this design will fail. Staff consulted with a handrail expert and formulated an
plan for a long-term solution. The proposed course of action consists of replacement of the F
with an all-aluminum picket which will be riveted to the existing horizontal railings.
Staff recommends the immediate repair of the handrails over the Agua Hedionda Brids
comprehensive survey of defective pickets will be conducted by year-end to more precisely 2
