I a G ~ FENDED ACTION: That the City Council ADOPT Resolution No. q'? -651 APPROVING the Street Change, SNC 97-01 renaming Camino Encanto to Camino Pintado. ITEM EXPLANATION: On July 2, 1997, the Planning Commission conducted a public hearing and recommended apl (6-0) of a street name change to rename Camino Encanto, a private street in the Greystone ( Park project, to Camino Pintado. The City is initiating the proposed street name change du duplicate street name, Caminito Encanto, which is an existing private street in the La Costa apartment project. Since the La Costa Hills apartments are located directly to the south ( Greystone on the Park project, the Fire Department has requested the change to avoid unnecl confusion over the street location should emergency response to the area be necessary. The recommendation to rename Camino Encanto to Camino Pintado is based on the fact th Greystone project is currently under construction and no units will be addressed on Camino En therefore, the proposed change would not inconvenience existing or future residents. ENVIRONMENTAL REVIEW: The renaming of a street is exempt from environmental review pursuant to Section 1506 1 (b: State CEQA Guidelines since it is not a project as defined in Section 15378. The Planning D will issue a Notice of Exemption upon final project determination. FISCAL IMPACT: Since the proposed street name change is City initiated, the City will bear the minimal associated with the replacement of a street name sign. EXHIBITS: 1. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 4132, RECOMMENDING APPROVAL of Street Name Change No. SNC 97-01, based upon the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION AND BACKGROUND The City has initiated the proposed street name change from Camino Encanto to Camino Pintado due to the duplication of the street name, Encanto. The duplicate street, Caminito Encanto, is an existing private street in the La Costa Hills apartment project located to the south of the Greystone on the Park project. Since the Greystone on the Park project is currently under construction and no residential units will be addressed on Camino Encanto, the proposed street name change would not inconvenience existing or future residents. 111. ANALYSIS The recommendation of approval for the proposed street name change was developed. by analyzing the proposed street name change for conformance with General Plan Circulation Element policies and City Council Policy No. 20 (“Street Naming and Addressing Policy”). A. General Plan The General Plan Circulation Element includes a policy requiring the City’s maintenance of an official street naming policy which removes conflicts, duplication and uncertainty. The proposed street name change is consistent with this policy since it is necessary to remove the duplication of the street name, Encanto. City Council Policy No. 20 The City’s Street Naming policy does not allow street names to be used more than once. Tht street name, Camino Encanto, was assigned to the Greystone on the Park project in error since i duplicates Caminito Encanto, an existing private street located in the adjacent La Costa Hill project. The Fire Department has expressed concerns that this duplication could cause confusior and delay timely emergency response due to confusion over the street location. In accordance with Council Policy No. 20, the proposed street name is in conformance with tht City’s Street Naming Policy as indicated below: 1. The proposed Spanish street name (Camino Pintado) is consistent with the City’s stree designation list and street, classification map in that the subject street is an east-wes oriented, generally cw skeet located in the southeast area of Carlsbad. 2. The street name is noi used at any other location in the City. 3. The proposed name consists of less that 16 letters and spaces. IV. ENVIRONMENTAL REVIEW Changing existing street names to names that meet the City’s street name policy and that will no1 impact existing residents has no potential for causing a significant effect on the environment Therefore, the Planning Director has determined that the proposed street name change is exemp. from CEQA per the “General Rule” (Section 15061(b)(3)) and a Notice of Exemption will bc issued upon final project determination. The Community development Director has determined tha1 the public interest to revise the existing policy for naming and numbering new public and privatc to conform to the Carlsbad Post Office's future computer processing system. PURPOSE: 1, To establish a policy ensuring a uniform system for naming and addressing new public and PI streets in subdivisions and developments in the City of Carlsbad. 2. To establish a policy ensuring a uniform system for changing existing street names in the CiQ Carlsbad. POLICY: 1. All proposed new public and private street names shall conform to the Geographcal Area Classification Map (Exhibit A) of tius Policy. 2. All proposed street names (public and private streets) shall conform to the Authorized Street Designation List (Exhibit B) of this Policy. 3. The main name for. a street shall be used only once. 4. All proposed building numbers shall conform to the general system for numbering buildings p in thls Policy. I PROCEDURES: 1. All tentative map developers shall submit street names for approval to the Planning Departme1 private and public streets proposed. These names shall be shown on the frst submittal of the Tentative Subdivision Map. 2. In all cases, street names shall be consistent with the Council Policy. Assistant Planning Director, Gary Wayne, stated that this item is technically required to be heard in a public hearing context. However, Staff believes this item is non-controversial and is recommending approval. Staff suggested that the Public Hearing be opened and closed and a motion entertained. He also stated that if there is anyone who wishes to speak, this item can be heard in the normal fashion. Cornmissioner Savary, stated her approval of the name change but added that she would like to see the use of Spanish names discontinued in Area 7.
