HD.l& CITY ATTY. @ I- RECOMMENDED ACTION: Introduce Ordinance No. b6- 435 to establish a prima facie speed limit on Faraday Avenuc from College Boulevard to its westerly terminus. ITEM EXPLANATION: Faraday Avenue is classified on the Circulation Element of the General Plan as a collector stree west of College Boulevard and as a secondary arterial east of College Boulevard. East of Collegc Boulevard a prima facie speed limit of 40 miles per hour has previously been established or Faraday Avenue. West of College Boulevard, no prima facie speed limit has been established. Faraday Avenue terminates approximately 4,500 feet west of College Boulevard. In the future, i will be extended to future Cannon Road. Traffic volumes are increasing on this segment o Faraday Avenue as the industrial park continues to develop. Faraday Avenue has been built tc City standards with curb and gutter, sidewalks, street lights, and bicycle lanes. Between Collegt Boulevard and Newton Drive there are four lanes on Faraday Avenue. At Newton Drive the roac narrows to two lanes. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establisl a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. Thc Engineering and Traffic Survey considers such factors as the number of collisions that havc occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffil volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sigh distance, and conditions that may not be readily apparent to the driver. This item was discussed by the Traffic Safety Commission at their meeting of November 3, 1997. By a 4-0 vote, the Commission recommended that a 40 mile per hour prima facie speed limit bc established on Faraday Avenue from College Boulevard to its westerly terminus. The current version of the Engineering and Traffic Survey is on file in the Office of the City Traffil Engineer. FISCAL IMPACT: Installation of four speed limit signs will cost about $500. SECTION 10.44.320 TO ESTABLISH A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON FARADAY AVENUE FROM COLLEGE BOULEVARD TO ITS WESTERLY TERMINUS. 6 WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as folk SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amen 7 8 by the revision of Section 10.44.320 to read as follows: 9 "10.44.320 Faradav Avenue: IO 11 12 13 14 a. Upon Faraday Avenue from College Boulevard to its intersection with Orion Street, the prima facie speed limit shall be forty miles per hour. b. Upon Faraday Avenue from College Boulevard to its westerly terminus 4,500 feet west of College Boulevard, the prima facie speed limit shall be forty miles per hour."
