PW PRIMA FACIE SPEED LIMIT UPON A MTG. 12/09/97 TITLE: ESTABLISH A 40 MILE PER HOUR PORTION OF CAMINO DE LAS ONDAS RECOMMENDED ACTION: Introduce Ordinance No. AIS- Y36 to establish a prima facie 40 mile per hour speed limit upor Camino de las Ondas from Briarwood Drive to its intersection with Aviara Parkway. ITEM EXPLANATION: Camino de las Ondas was recently extended from Briarwood Drive to Aviara Parkway. previously was constructed between Paseo Del Norte and Briarwood Drive. In 1987, a 40 mil per hour prima facie speed limit was established on the portion of Camino de las Ondas fror Paseo Del Norte to Briarwood Drive. Camino de las Ondas is an unclassified, two-lane roadway that has a curb-to-curb width th; varies between 40 and 48 feet. Sidewalks, curb and gutter, and street lights have bee constructed on both sides of the road. Ongoing construction of single-family and multi-famil dwelting units and the location of Poinsettia Park in the vicinity results in increasing traffic volume on Camino de las Ondas. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establis a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. TF Engineering and Traffic Survey considers such factors as the number of collisions that ha\ occurred on the road segment, roadway features, adjacent land uses, driveway locations, traff volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sigl distance, and conditions that may not be readily apparent to the driver. Staff presented the Engineering and Traffic Survey to the Traffic Safety Commission at tht November 3, 1997 meeting. By a 4-0 vote, the Commission recommended that the existir 40 mile per hour prima facie speed limit be extended easterly by establishing a 40 mile per ho speed limit upon Camino de las Ondas from Briarwood Drive to its intersection with Avia Parkway. The current version of the Engineering and Traffic Survey is on file in the Office of the city Traf Engineer. FISCAL IMPACT: Installation of two speed limit signs will cost approximately $250. NS-436 2 3 4 5 6 7 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.250 TO ESTABLISH A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON CAMINO DE LAS ONDAS FROM BRIARWOOD DRIVE TO ITS INTERSECTION WITH AVIARA PARKWAY. I ~ I WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as follow SECTION I: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amend' 8 by the revision of Section 10.44.250 to read as follows: 9 "10.44.250 Camino de las Ondas: 10 11 Upon Camino de las Ondas from Paseo Del Norte to its intersection with Aviara Parkway, the prima facie speed limit shall be forty miles per hour." 12 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adopt 43 be published at least once in a newspaper of general circulation in the City of Carlsbad wit 14 and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause ii fifteen (1 5) days after its adoption. 15 16 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on day of , 1997, and thereafter, 17 11 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City COUI 18 11 held on the day of , 1997 by the following vote, to wit: I' 11 AYES: 2o I( NOES: 21 11 ABSENT: 22 ll 23 CLAUDE A.
