HD. 2 TITLE: REJECTION OF ALL BIDS FOR PROJECT NO. 3215 I c RECOMMENDED ACTION: Adopt Resolution No. c) 3- ?g 3 rejecting all bids and authorizing the City Clerk re-advertise for bids for the construction of La Costa Avenue Widening, Project No. 321 5. ITEM EXPLANATION: On June 6, 1997, the City Council approved the plans and specifications for the La Costa Aver Widening Project, and directed the City Clerk to advertise for construction bids. On September 1997, the following three (3) sealed bids were received: , SCHEDULE "A" SCHEDULE "B" Road Improvements TOTAL LCWD Sewerline Sierra Pacific West, Inc. $5,25o,ooo.a $1,725,000.00 $3,500,000.00 ENGINEERS ESTIMATE $8,711,363.', $2,481,334.60 $6,236,278.54 West Coast General $6,898,514.: $1,480,326.00 $5,418,188.50 C.A. Rasmussen $6,898,390.: $1,798,514.00 $5,099,876.90 ' At their meeting of December 9, 1997, the City Council heard the protest of C.A. Rasmussen a considered award of the contract. After careful consideration of all the issues, the Council reject i all bids and directed the City Attorney to return with documents memorializing their decision authorize re-advertisement of bids for the construction. Those documents are attached for C Council review. If they meet with your approval, your option is to adopt the attached resolution tl rejects all bids and authorizes re-advertisement. ~ I ENVIRONMENTAL COMPLIANCE: ~ All environmental permits, including U.S. Army Corps, State Fish & Game, State Water Resour1 1 Control Board, and State Coastal Commission permits have been secured. The Ptanr Department has reviewed the prior environmental documents (EIA Nos. 981, 93-05 and 93-06, 2 MElR 93-01) and has determined that there are no significant effects not previously analyzed 2 that the mitigation measures which have already been implemented to reduce this project's impa to an acceptable level. FISCAL IMPACT: The Engineer's Estimate for the widening of La Costa Avenue was $3.5 million. Upon furtt review and analysis of the bids and considering the complex nature of the project, that estimate h been increased to $4,000,000. The estimate for the Leucadia Sewerline remains $1,725,00( Funds in the amount of $5,050,000 are available to cover construction costs. Leucadia County Water District will pay for the costs of the sewerline under a separate agreemf with the City of Carlsbad. EXHIBITS: 1. Location Map. 2. TO RE-ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF WHEREAS, the City Council of the City of Carlsbad, California, has determinl necessary, desirable, and in the public interest to construct the La Costa Avenue Wide Project No. 3215; and WHEREAS, three (3) sealed bids were received on September 25, 1997 for the prc and WHEREAS, City staff has analyzed all bids and find all bids non-responsive; and WHEREAS, a bid protest was received from C.A. Rasmussen, Inc., and; WHEREAS, the City Council heard the bid protest and reviewed all bids at December 9.1997 meeting: and WHEREAS, the City Council rejected all bids as non-responsive and directed the Attorney to prepare documents of that decision. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls California, as follows: 1. That the above recitations are true and correct. 2.
