ITEM EXPLANATION: For a number of years, the City of Carlsbad has made a strong commitment to compliance with the federal Americans with Disabilities Act (ADA). The City enforces ADA compliance for all of its new construction and is also committed to retrofitting older areas of the City to bring them into compliance. One of the key elements of this compliance is the Pedestrian Curb Ramp Program. This program currently has a budget of $250,000 per year for a four-year period. This program involves identifying street corners where pedestrian curb ramps are needed, preparing plans, specifications and cost estimates to retrofit these curbs, solving right-of-way issues and performing construction. Recent estimates indicate approximately 450 pedestrian curb ramps to be installed throughout the City in locations where sidewalk currently exists. The 1998 Pedestrian Curb Ramp Program has been divided into two projects for this fiscal year, one in the Northwest Quadrant and one in the Southeast Quadrant. These quadrants were chosen due to the fact that nearly 70% of the curb ramp retrofit needs were in these quadrants of the City. Staff has completed the plans and specifications for the 1998 Southeast Quadrant Curb Ramp Installation Project and recommends authorization to advertise for bids. The project involves the installation of 64 pedestrian curb ramps, primarily near the La Costa Heights Elementary School on Levante Street (locations are shown on Exhibit 1). Installing these curb ramps will complete over 59% of the retrofit needs in the southeast quadrant. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: The estimated cost to complete this project is: l Construction (Engineer’s Estimate) $128,000 l Construction Contingency (10%) $ 12,000 l Project Administration & Inspection $ 12,000 TOTAL $152,000 Traffic Impact Fee funding has previously been appropriated for this project; sufficient funds are available. WHEREAS, the City Council of the City of Carlsbad, California, has determined it 6 necessary, desirable, and in the public interest to retrofit sidewalk curbs at intersections to bring 7 them into compliance with the federal Americans with Disabilities Act (ADA); and 8 WHEREAS, the plans and specifications for furnishing of all labor, material, tools, 9 equipment, transportation and other expenses necessary or incidental for said project have been 10 prepared and are on file in the Engineering Division of the City of Carlsbad and are incorporated 11 12 by reference herein. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 13 14 2. That the plans, specifications, and contract documents as presented are hereby 15 approved. 16 3.
