CITY ATTY hi= CITY MGR. e ?ECOMMENDED ACTION: Resolution No. 98-&I to adopt amendments to the Management Salary Structure, budget and Conflict of Interest Code establishing the classifications of Public Works Director, Administrative Services Director, and Recreation and Park Planning Manager and deleting Community Services Director, Financial Management Director, City Engineer and Recreation Superintendent; and to amend the Management Compensation and Benefits Plan to clarify the City Attorney’s authority. ITEM EXPLANATION: As a result of the vacancies of several key positions in the City, an opportunity was created to reevaluate the formal structure of the City through an organizational redesign process. The objective of this process was to design an organizational structure which supports the City’s Strategic Plan, develops a team based foundation and increases the organizational effectiveness of the work we do. Five major service areas were identified. These major service areas are: Public Safety, Community Development, Public Works, Community Services, and Administrative Services. This recommended amendment to the Management Salary Structure reflects the creation of the new major service areas and changes to the classifications and salaries of the Public Works Director, Administrative Services Director and Recreation and Park Planning Manager. Staff recommends corresponding deletions of Community Services Director, Financial Management Director, City Engineer and Recreation Superintendent as classifications that are no longer needed. The City Manager will appoint the Financial Management Director to the new Administrative Services Director position and the City Engineer to the Public Works Director position. Both positions will retain their current responsibilities as well as assume a broader scope of City functions in their new assignments. The Public Works Director will continue to serve as the City Engineer. The Recreation Superintendent will also assume Park Planning responsibilities and report directly to the Assistant City Manager. Therefore, the title of Recreation and Park Planning Manager more appropriately describes the total responsibilities. Following the criteria developed in the Performance Management and Compensation System, staff recommends: l the Public Works Director be placed in salary grade 8 (minimum annual salary of $86,800, and market range of $99,800 - $125,800), l the Administrative Services Director remain in salary grade 8, which is the same grade as the former Financial Management Director, and, . PAGE 2 OF AB# -6 l the Recreation and Park Planning Manager remain in salary grade 6 (minimum annual salary of $60,200, market range $69,250 - $87,350) which is the same grade as the former Recreation Superintendent salary grade. In addition, staff requests City Council approval of a reallocation of budgeted positions as part of the organizational redesign. In total, one position will be deleted. The following is a comparison of existing allocated positions and those being proposed and requested for budget approval. Staff also recommends an amendment to the recently approved Management Compensation and Benefits Plan, Section 2: Performance Management and Compensation System Overview, to revise the following statement in the first paragraph. “The City Council has delegated its authority to the City Manager (and City Attorney, for management employees in the City Attorney’s offce)l to administer a Performance Management and Compensation System for management employees under the following guidelines.” This revision expressly provides the City Attorney with authority to administer the Performance Management and Compensation System for management employees in that office as previously provided by repealed Council Policy 36. This authority is expanded to include the City Attorney’s secretary position. ’ Hereafter, all references to the City Manager include, with regard to management employees in the City Attorney’s Office, the City Attorney. a- C h PAGE 3 OF AB# I /‘( $& FISCAL IMPACT: There is no fiscal impact. The increased salary and benefit costs in the funding for the Public Works Director, Administrative Services Director and Recreation and Park Planning Manager will be offset from the salary savings of the vacant Community Services Director position. RESOLUTION NO. 98-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE MANAGMENT SALARY STRUCTURE, CONFLICT OF INTEREST CODE AND BUDGET TO ADD THE CLASSIFICATIONS OF PUBLIC WORKS DIRECTOR, ADMINISTRATIVE SERVICES DIRECTOR, AND RECREATION AND PARR PLANNING MANAGER AND DELETE COMMUNITY SERVICES DIRECTOR, FINANCIAL MANAGEMENT DIRECTOR, CITY ENGINEER AND RECREATION SUPERINTENDENT; AND AMENDING SECTION 2 OF THE MANAGEMENT COMPENSATION BENEFITS PLAN TO CLARIFY THE CITY ATTORNEY’S AUTHORITY. WHEREAS, in October 1997, the City reorganized its organizational structure into five major service areas to support the Council’s goals and objectives and the City’s Strategic Plan, to further develop a team based organization, and to increase the City’s organizational effectiveness; WHEREAS, the City’s departments and staff were realigned to meet the new organization needs and to consolidate job responsibilities; and, WHEREAS, it is necessary to revise the Management Salary Structure, Conflict of Interest Code and budget by establishing the classifications and positions of Public Works Director, Administrative Services Director, and Recreation and Park Planning Manager; and deleting the classifications and positions of Community Services Director, Financial Management Director, City Engineer, and Recreation Superintendent; and, WHEREAS, it is desirable to amend Section 2 of the Management Compensation and Benefits Plan to include the City Attorney’s authority for administering the Performance Management and Compensation System for the management employees in the City Attorney’s Office. . That the above recitations are true and correct. 2. That the management classifications of Public Works Director and Administrative Services Director are established in the Management Salary Structure at salary grade 8, and the Recreation and Park Planning Manager at salary grade 6, as shown on Attachment A hereto and made a part thereof, 3. That the management classifications of Community Services Director, Financial Management Director, City Engineer and Recreation Superintendent are hereby deleted from the Management Salary Structure. 4. That the 1997-98 fisca1 year budget is amended to make the same position additions and deletions set forth above. 5. That the “Local Conflict of Interest Code” is amended to add the job titles of Public Works Director and Administrative Services Director to the list of Designated Employees with disclosure categories 1,2,3,4 and Recreation and Park Planning Manager with disclosure categories 2,3; and delete the job titles of Community Services Director, Financial Management Director, City Engineer, and Recreation Superintendent. 6.
