RECOMMENDED ACTION:
Adopt Ordinance No. NS-441, approving Specific Plan 210 and the Zoning Map to approve
zone changes regarding property generally located north of Lake Shore Gardens
Mobilehome Park, south of the Poinsettia Transit Station and Lanakai Lane Mobilehome
Park, west of Avenida Encinas, and east of Carlsbad Boulevard in Local Facilities
Management Zone 22.
ITEM EXPLANATION:
Ordinance No. NS-441 was introduced and first read at the City Council meeting held on
January 20, 1998. The second reading allows the City Council to adopt the ordinance
which would then become effective in thirty days. The City Clerk will have the ordinance
published within fifteen days, if adopted.
FISCAL IMPACT:
None.

OF CARLSBAD, CALIFORNIA APPROVING SPECIFIC
PLAN 210 AND THE ZONING MAP TO APPROVE ZONE
CHANGES REGARDING PROPERTY GENERALLY
LOCATED NORTH OF LAKE SHORE GARDENS
MOBILEHOME PARK, SOUTH OF THE POINSETTIA
TRANSIT STATION AND LANIKAI LANE MOBILEHOME
PARK, WEST OF AVENIDA ENCINAS, AND EAST OF
CARLSBAD BOULEVARD IN LOCAL FACILITIES
MANAGEMENT ZONE 22
CASE NAME: POINSETTIA PROPERTIES SPECIFIC PLAN
CASE NO: SP 2 1 O/ZC 95-06
The City Council of the City of Carlsbad, California does ordain as follows:
SECTION 1: That the Poinsettia Properties Specific Plan, as shown on
Exhibit “A” attached hereto, is hereby adopted.
SECTION 2: That the Zoning Map, on file in the office of the City Clerk
pursuant to Cartsbad Municipal Code section 21.05030, is hereby amended as set
forth on Exhibit “B” attached hereto.
SECTION 3: That the findings and conditions of the Planning
Commission as set forth in Planning Commission Resolution No. 4161, on file with the
City Clerk and incorporated. herein by reference, constitute the findings and conditions
of the City Council.
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad
within fifteen days after its adoption.

INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad
City Council on the 20th day of January , 1998, and thereafter
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Carlsbad on the Eday of January , 1998, by the following vote, to wit:
