RECOMMENDED ACTION:
Introduce Ordinance No. Ns- YY 3 to establish a prima facie speed limit on Paseo Candelero
from Alicante Road to Alga Road.
ITEM EXPLANATION:
Paseo Candelero is an unclassified street one-half mile in length located in the Alga Hills
subdivision. It functions as a collector street and has a curb-to-curb width of 40 feet. To respond
to the request of the Alga Hills Homeowner Association that a speed limit be posted on Paseo
Candelero, staff conducted an Engineering and Traffic Survey for the roadway and presented the
results to the Traffic Safety Commission.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their January 5, 1998 meeting, the Traffic Safety Commission recommended by a 3-O vote that
a 30 mile per hour prima facie speed limit be established upon Paseo Candelero from Alicante Road to Alga Road.
The current version of the Engineering and Traffic Survey is on file in the Office of the City Traffic
Engineer.
FISCAL IMPACT:
Installation of two speed limit signs will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44550 TO ESTABLISH A PRIMA FACIE 30 MILE
PER HOUR SPEED LIMIT UPON PASEO CANDELERO FROM ALICANTE ROAD TO ITS INTERSECTION WITH ALGA ROAD.
6 WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
8 by the addition of Section 1044.550 to read as follows:
9 “10.44.550 Paseo Candelero:
Upon Paseo Candelero from Alicante Road to its intersection 10 with Alga Road, the prima facie speed limit shall be thirty miles
11 II per hour.”
12 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
13 be published at least once in a newspaper of general circulation in the City of Carlsbad within
14 fifteen (15) days after its adoption.
15 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
16 27th day of January , 1998, and thereafter,
17 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
18 held on the day of , 1998 by the following vote, to wit:
