IS - 2% 5 CITY OF CARLSBAD - AGEhDA BILL Request for Out of State Travel to Attend Sierra Permits Automation Conference in Reno, Nevada RECOMMENDED ACTION: Approve Resolution No. 98-25 , approving out-of-state travel for seven City employees to attend the Sierra Permit Automation Conference in Reno, Nevada. ITEM EXPLANATION: In April 1997, the City Council approved the purchase of Sierra PERMITS PLUS Software to upgrade the current Sierra PERMITS system. City staff is currently in the process of implementing this system with a targeted “go live” date of March 22, 1998. The annual Sierra Permit Automation Conference is in Reno, Nevada, from April 21 through April 24, 1998. The conference allows users to share information and issues associated with the Sierra PERMITS PLUS software. In addition, there are sessions that address the latest developments from Sierra and “How-To” meetings for various permit processes. This will be a valuable forum for City staff to gain knowledge about the new system and establish contacts with other Sierra clients for future questions and assistance. FISCAL IMPACT: When the budget was established for FY 1997-98, staff did not know where the Sierra conference would take place and, therefore, did not include it in the travel budgets for each department. Staff is requesting that the Council approve attendance for seven employees, two from the Engineering Department and one each from Information Systems, Planning, Building, Fire, and the Water District. The total cost for each City staff member to attend this conference for four days will be approximately $1,000. There are sufficient funds in each department’s budget to accommodate these expenses. RESOLUTION NO. 98-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE TRAVEL FOR SEVEN EMPLOYEES TO ATTEND THE SIERRA PERMIT AUTOMATION CONFERENCE WHEREAS, the City Council of the City of Carlsbad, California, authorized purchase of the Sierra PERMITS PLUS software to upgrade the current Sierra PERMITS system in April 1997; and WHEREAS, the Sierra Permit Automation conference is a worthwhile and educational event for Sierra clients who want to learn more about the software and establish useful contacts; and WHEREAS, there are sufficient funds available in each of the seven department budgets for their staff members to attend the conference; and WHEREAS, the City Council of the City of Carlsbad, California, hereby finds it necessary, desirable and in the public interest to authorize out-of-state travel for members of City staff to attend the Sierra Permit Automation conference in Reno, Nevada. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
