PW CITY MGR~ RECOMMENDED ACTION: Adopt Resolution No. ???-&f accepting bids and awarding Project No. 3215 for construction of the La Costa Avenue Widening to C.A. Rasmussen, Inc. ITEM EXPLANATION: On December 9, 1997, the City Council rejected all bids received on September 25, 1G approved the revised plans and specifications for the La Costa Avenue Widening Project, t directed the City Clerk to re-advertise for construction bids. On January 22, 1998, the follo\n four (4) sealed bids were received: C.A. Rasmussen, Inc. Wier Construction Corporation $6,624,624.75 $1,583,420.00 $5,041,204.75 $8,668,562.48 $2,568,599.70 $6,099,962.78 West Coast General Corporation $6,895,000.46 $1,849,183.74 $5,045,816.26 Sierra Pacific West, Inc. $6,686,511.23 $1,451,456.07 $5,235,055.1 6 rcB !!! The Engineer's Estimate for the road improvements is $4,000,000 and for the Leucadia sewer I is $1,750,000. The low bid price for the road improvements is $5,041,204.75. Staff has analyz the bids and discussed the bids with the bidders and contractors who did not participate in t bidding. The majority of the contractors indicated that La Costa Avenue Widening is a compl project and their higher than normal unit prices reflects the complex nature of this project. Howev the contractors who did not participate in the bidding indicated that they were too busy and they 1 other projects which were simpler and did not have environmental constraints. Based on the abo discussion, staff believes that the four bidders who participated in the bidding adjusted their u prices upward due to the higher construction activities elsewhere and market forces. Contract( may have also inflated their prices to cover themselves against possible losses due to the compl nature of this project. a fx and would be performing more than 50% of the work with its own forces. a The low bidder, C.A. Army Corps, State Fish & Game, State Water Resourc Control Board, and State Coastal Commission permits have been secured. The Planni Department has reviewed the prior environmental documents (EIA Nos. 981, 93-05, and 93-06, a MElR 93-01) and has determined that this project has met all CEQA requirements, has pr compliance and there are no significant effects not previously analyzed and that the mitigati measures which have already been implemented to reduce this project's impacts to an acceptat level have been accepted by the environmental agencies. d Page 2 of Agenda Bill No. ' %A37 0 FISCAL IMPACT: Sufficient funds in the amount of $5,400,000 are available to cover the road construction coz Leucadia County Water District will pay for the costs of the sewerline under a separate agreerr with the City of Carlsbad. The following is the breakdown of the costs: Construction Inspection and Administration $6,624,624.75 $5,400,000.00 Available Funds $5,232,404.00 Total City's Cost $2,338,437.00 Less Leucadia County Water District Sewerline Fund $7,570,841 .OO Subtotal $596,216.00 Construction Contingencies (9%) $350,000.00 EXHIBITS: 1. WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad fo construction of the La Costa Avenue Widening, Project No. 3215: and WHEREAS, bids have been received by the City of Carlsbad for the construction of project; and WHEREAS, the low bid received to construct said project submitted by C.A. Rasmussc responsive; and WHEREAS, the total estimated costs for said project if performed by C.A. Rasmusser 7,570,841 .OO; and WHEREAS, Leucadia County Water District will pay for the construction costs of . sewer line, including contingencies and inspection, up to $2,338,437.00 of the total construc costs under a separate agreement; and WHEREAS, Council has previously appropriated $6,314,000.00 in the 199i Capital Improvement Program for design, construction, administration, and inspection of ! Project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlst California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $6,624,624.75 submitted by C.A. Rasmussen for Pro No. 3215 for the construction of La Costa Avenue is accepted and the Mayor is hereby authori, to execute a contract therefor. 3. That the City Manager is hereby authorized to approve construction change ord up to $596,216.00. I: Ill Ill ill I/ 0 e 1 4. That the award of this contract is contingent upon the bidder submitting the I( 2 3 responsive bid executing the required Contract and submitting the required bonds and insul policies, as described in the contract, within twenty (20) days of adoption of this resolution.
