RECOMMENDED ACTION:
Adopt Resolution No. %-4 j amending the 1997198 budget to convert one vacant senior management
analyst position in the Finance Department to a senior accountant position.
ITEM DESCRIPTION:
The senior management analyst position in the Finance Department has recently been vacated. Prior
to filling the position, the needs of the department were reviewed. During the review, it was found that
in addition to having the skills required by a senior management analyst, the position also required a
good understanding of accounting theory and practice. The Senior management analyst position is
responsible for coordinating the budget process for the City, but is also involved in a number of other
special projects for the department. Without the accounting background and knowledge, the types of
projects that can be assigned to the position are limited.
Thus, in order to meet the need within the position to do both analyses and complex accounting
projects, staff is recommending that the senior management analyst position which is currently vacant
be converted to a senior accountant.
FISCAL IMPACT:
Funding for the vacant senior management analyst position is budgeted in the Finance Department.
Both the senior management analyst and the senior accountant fall under the newly adopted
Performance Management and Compensation System. Both positions are in the same pay grade
under the System. Thus, there are no additional costs as a result of the conversion.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, TO AMEND THE BUDGET TO
CONVERT THE FUNDING OF A SENIOR MANAGEMENT
ANALYST POSITION TO SENIOR ACCOUNTANT IN THE
FINANCE DEPARTMENT
WHEREAS, the Finance Department has reviewed its personnel needs
based on current workload; and
WHEREAS, staff recommends converting the funding of one vacant
senior management analyst position to a senior accountant in order to better
match its needs with the position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby amends the 1997198 budget to delete
one vacant senior management analyst position in the Finance Department and
add one senior accountant position.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad
City Council held on the 17th day of February , 1998, by
the following vote, to wit:
Ayes: Council Members Lewis, Finnila, Nygaard, Kulchin and Hall
