RECOMMENDED ACTION:
Adopt Resolution No. 98-48
Authorize Management Analyst Debbie Porter, Programmer/Analyst Derek Hath and either
Assistant Finance Director Kevin Branca or Accounting Supervisor Lorraine Irving to attend
the BiTech Software National User Group 1998 Western Region Conference to be held April
16 and April 17, 1998, in Seattle, Washington.
ITEM EXPLANATION:
The BiTech Software National User Group (BSNUG) Western Region Conference will
provide training, support and information concerning the IFAS computer software purchased
by the City of Carlsbad. This conference is an annual opportunity for City staff to have direct
access to BiTech representatives, as well as to network with other system users on particular
software problems and solutions. Training sessions are designed to be of interest to
Accounting, Payroll, Human Resources and Information Systems employees, and are specific
to employers operating with the IFAS software program. Training topics directly applicable
to those employees being recommended for attendance include: Job Costing/Setting Up the
General Ledger, Payroll/Human Resources Reporting, and Database Essentials.
Given that the City has just converted to this new software system, this conference would
provide employees in the Human Resources, Information Systems and Finance Departments
with valuable skills which can be transferred back to the organization. The Human
Resources, Information Systems and Finance Departments have each budgeted for one
person to attend the BSNUG Conference; the Finance Department will determine who will
attend as workload dictates and as the date for the conference approaches. Therefore, it is
recommended that Management Analyst Debbie Porter, Programmer/Analyst Derek Hath and
either Assistant Finance Director Kevin Branca or Accounting Supervisor Lorraine Irving be
authorized to attend the BiTech Software National User Group 1998 Western Region
Conference to be held April 16 and April 17, 1998, in Seattle, Washington.
FISCAL IMPACT:
The cost to attend the subject two (2) day conference will be approximately $2,400, or $800
per person. Lodging and airfare are included within the noted amount. Funds are available
within the Human Resources, Information Systems and Finance Department budgets to cover
the cost of the conference, lodging and travel.

CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE TRAVEL
FOR MANAGEMENT ANALYST, PROGRAMMER/ANALYST AND
EITHER ASSISTANT FINANCE DIRECTOR OR ACCOUNTING
SUPERVISOR TO ATTEND THE BITECH SOFTWARE NATIONAL
USER GROUP WESTERN REGION CONFERENCE IN SEATTLE,
WASHINGTON.
WHEREAS, the BiTech Software National User Group (BSNUG) Western
Region Conference is a worthwhile opportunity for City employees in the Human
Resources, Information Systems and Finance Departments to gain valuable training and

information on the new computer software purchased by the City; and
WHEREAS, there are sufficient funds available in the Human Resources,
Information Systems and Finance Department budgets for the Management Analyst,
Programmer/Analyst and either the Assistant Finance Director or the Accounting
Supervisor to attend the conference; and
WHEREAS, the City Council of the City of Carlsbad, California, hereby finds it
necessary, desirable and in the public interest to authorize out-of-state travel for the
Management Analyst, Programmer/Analyst and either the Assistant Finance Director or
the Accounting Supervisor to attend the BiTech Software National User Group (BSNIJGi
Western Region Conference in Seattle, Washington.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Carlsbad, California, as follows:

1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized, in accordance with City
policy, for the Management Analyst, the Programmer/Analyst and either the Assistant
Finance Director or the Accounting Supervisor to attend the BiTech Software National
User Group (BSNUG) Western Region Conference in Seattle, Washington.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad
City Council held on the 3rd day of March , 1998, by the following vote, to
wit:
AYES: Council Members Lewis, Nygaard, Kulchin and Hall
NOES: None .
