PW TITLE. -* AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RECONSTRUCTION OF BEACH ACCESS STAIRS AT OCEAN STREET AND CHERRY AVENUE, PROJECT NO. 3511 AND MAKING AN APPROPRIATION THEREFOR RECOMMENDED ACTION: Adopt Resolution No. 98-49 approving plans and specifications and authorizing the City Clerk to advertise for bids for the reconstruction of the existing beach access stairs at Ocean Street and Cherry Avenue, Project No. 3511. ITEM EXPLANATION: Staff recommends approval of the plans and specifications to reconstruct the existing beach access stairs at the north end of Ocean Street and the stairway from Carlsbad Boulevard to the seawall at Cherry Avenue. Both of these stairways are suffering from corrosion of the reinforcing steel which is expanding the concrete causing severe cracking. In some areas of the Cherry Avenue stairs, the concrete has completely separated from the reinforcing. Reconstruction will require temporary closing of both stairs during the construction period. It is anticipated the reconstruction work will be completed by July 2, 1998. Reconstruction of these stairs is necessary to maintain safety for the public using them. The Coastal Development Permit (CDP 97-50) originally was conditioned to have reconstruction of the stairs completed prior to the Memorial Day weekend. The CDP is on the Planning Commission agenda for March 4, 1998 to have this time frame extended to the Fourth of July weekend. ENVIRONMENTAL REVIEW: On December 17, 1998, the Planning Commission adopted Resolution No. 4211 approving a Coastal Development Permit (CDP 97-50) for the project. On December 19, 1997, a Notice of Exemption for a Categorical Exemption (Section 15301 Class 1 (d)), was issued by the Planning Director in compliance with Section 21152b of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: The Engineer’s Estimate to complete this project is: Construction $111,000 Construction Contingency (20%) $22,200 Project Administration & Inspection (10%) $11,100 PROJECT,TOTAL $144,300 Funds for the Cherry Avenue Stair Reconstruction were scheduled for next fiscal year from TransNetiLocal funds. In order to construct the project at this time, it will be necessary to borrow $100,000 from the General Fund. These funds will be reimbursed to the General Fund next fiscal year. The Ocean Street Stair Reconstruction will be funded from GCC funds that have been appropriated for this project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to undertake reconstruction work on the existing beach access stairs at Ocean Street and Cherry Avenue; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses or incidentals for said project have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, funds for the Cherry Avenue Stair Reconstruction were scheduled for next fiscal year from TransNetILocal funds, it is necessary to borrow $100,000 from the General Fund to fund construction at this time; and WHEREAS, the General Fund will be reimbursed from TransNet/Local fund next fiscal year; and WHEREAS, with the $100,000 loan from the General Fund, sufficient funds are available to construct the project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications and contract documents as presented are hereby approved. 3. ,That the Finance Director is authorized to allocate $100,000 from the General Fund to the project account. The City Clerk of the City of Carlsbad is hereby authonred and directed to publish, in accordance with State law, Notice to Contractors Inviting Bids for the Beach Access Stair Reconstruction, Project No. 3511.
