HomeMy WebLinkAbout1998-03-10; City Council; 14582; Police & Treasurers Office Classification ChangesCP’ OF CARLSBAD - AGEWA BILL 7# m CHANGES IN THE POLICE DEPARTMENT AND TREASURER’S OFFICE AND AMENDING ONE POSITION IN POLICE BUDGET RECOMMENDED ACTION: Adopt Resolution No. %~6~establishing a new classification for Police Training Coordinator; revising the job description and reallocating salary placement for Assistant to the Treasurer; amending the Police budget to change a Police Records Specialist I position to Community Service Officer I; and amending the General Employees’ Salary Schedule. ITEM EXPLANATION: In the FY 1997-98 budget, the Police Department received approval to add a new position to support the training functions of their department. The attached new job description for Police Training Coordinator and salary recommendation are submitted for Council approval. In addition, the Police Department requests amending their budget to change one vacant Police Records Specialist I position to a Community Service Officer I position to provide more efficient utilization of staff and services. Further, based on a recent review of the position of Assistant to the Treasurer, staff is also recommending a revision of the job description and reallocation of the salary range placement for this position. The attached job description and salary placement recommendation are also submitted for Council approval. Currently, a Sergeant is assigned the training and recruitment functions in the Police Department. Because of the volume of recruitments and subsequent time commitment to the necessary processing of safety jobs, the training responsibilities have not been adequately addressed. Therefore, Police Department received the approval in the FY 1997-98 budget to add a civilian staff position to assist in the coordination of this critical function. The Police Training Coordinator job description has been developed to meet this need. Based on a survey of comparable positions, staff recommends the salary placement in range 36 ($28,198-$34,275) of the General Employees Salary Schedule. The attached (Attachment A) description and salary recommendation are submitted for Council consideration and approval. Due to a recent vacancy in the Police Records division, the Police Department determined that it would be more efficient to staff the front counter by using the classification of Community Service Officer I. The Police Department requests amending their budget to change one Police Records Specialist I (salary range: $22,881-$27,812) to ? Community Service Officer I (salary range: $23,072- $Z?&?te:4) posrtron. This request requrres no srgnrficant change In the salary The Assistant to the Treasurer classification was established in 1995 as a new .75 FTE position in the Treasurer’s Office. Since that time, the position has fully evolved and developed into performing very specialized technical duties. At the request of the Treasurer, staff revised the job description to accurately capture the responsibilities and surveyed comparable jobs to obtain appropriate market data. Based on the revised job description and survey, staff recommends a salary reallocation from salary range 58 to salary range 63 at $36,889-$44,839 annually. Currently, the position is vacant and the increased cost to reallocate I the salary range of this position will be absorbed by the salary savings of the vacant position. The attached job description (Attachment B) and recommended salary change is submitted to Council for approval. FISCAL IMPACT: The estimated salary and benefit cost of $50,000 for adding the new classification of the Police Training Coordinator to the Police Department and the staff allocation has already been approved in the FY 1997-98 budget. The cost to change the Police Records Specialist I to a Community Service Officer I position is approximately the same as the current allocation, and therefore will not require additional funds. The increased annual salary and benefit cost of approximately $2,000 for the reallocation of the Assistant to the Treasurer position to salary range 63 will be absorbed by the Treasurer’s Office funded by salary savings from the vacant position. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the General Employees Salary Schedule, as shown in Attachment C, is amended to reflect the above changes. RAUTENKRANZ, City Clerk (SEAL) Attachment A Resolution No 98-65 *- JOB TITLE: DEPARTMENT: CITY OF CARLSBAD JOB DESCRIPTION POLICE TRAINING COORDINATOR POLICE BASIC FUNCTION: Under general supervision, perform a variety of complex and responsible technical and administrative duties in support of the Police Department training function. DISTINGUISHING CHARACTERISTICS: This is a journey-level training classifications. This position is expected to exercise initiative and independent judgment in carrying out a variety of assignments within established guidelines, including providing technical support to the police training function; and perform other related responsibilities as assigned. EXAMPLE OF DUTIES: Monitor and maintain all training records for each department employee in automated database; monitor POST mandates to ensure compliance; ensure all employees are informed of potential non-compliance situations. Coordinate department employee attendance at POST and other training including but not limited to registration, travel logistics, expense reimbursement, and completion certification. Organ&, coordinate, and implement in-house training programs, including interactive media, for all department employees. Assist department subject matter experts in the development of course outlines and presentation materials. Establish and maintain liaison with other agencies and private employers to develop training sources. Monitor actual costs versus budget; reports and explains variances. Oversee the cataloging and maintenance of all reference library materials. C - POLICE TRAINING COORDINATOR (continued) Participate in recruitment and selection activities, including but not limited to: proctoring examination, performing background checks, and maintaining required records and files. The incumbent will be required to attend various meetings in off-site locations and must be able to drive or transport themselves. 2/25/98 JOB TITLE: DEPARTMENT: Attachment B Resolution No. 98-65 CITY OF CARLSBAD JOB DESCRIPTION ASSISTANT TO THE CITY TREASURER CITY TREASURER BASIC FUNCTION: Under general supervision, perform technical, analytical and administrative work to assist in the investment and cash management functions of the City Treasurer’s office; research investment information; maintain and prepare a variety of reports, records and schedules. DISTINGUISHING CHARACTERISTICS: This position is distinguished from the accountant as a specialized financial position in the area of cash management, banking and investment functions. This is a one position classification. EXAMPLE OF DUTIES: Assist the Treasurer in managing the City’s cash accounts by monitoring daily bank balances, interest rates, projecting expenditures, and transferring funds between various accounts in order to maximize revenues available for daily investments. Research possible investment opportunities and present recommendations to City Treasurer. Prepare trade instructions, verify transactions and investment confirmations daily. Research City anticipated and historical receipts and disbursements to prepare monthly and fiscal year cash flow projections. Maintain the investment database portfolio, files and statements, and review and reconcile statements from all banking, and LAIF accounts with the investment database. Prepare a variety of reports to the Treasurer, Investment Review Committee and City Council. Support the payroll function by wiring payroll funds to credit unions and tax payments to federal and state agencies. 1 8 ASSISTANT TO THE TREASURER (continued) Prepare materials, attends and takes minutes of Investment Review Committee. Assist in banking functions including bank reconciliations, stop payment, NSF checks, item inquiries, bank analysis charge verifications/reconciliations. Maintain records of State and County apportionment income (property tax and revenue sharing receipts), interest rates, unrealized gain/loss percentage and yields. Prepare charts, graphs and reports summarizing data. Coordinate information with other City departments, outside agencies and businesses related to the City Treasurer office activities and maintains communications with brokers, banking representatives, City officials and the public requiring treasury assistance or information. Perform clerical support and other related duties as assigned. REPORTING RELATIONSHIP: This position reports to the City Treasurer.
