Adopt Resolution No. authorizing one additional Construction Inspector II to the 78-L 7
Public Works-Engineering Inspection budget allocation. This will make a total of four authorized
Construction Inspector II positions.
ITEM EXPLANATION:
Staff is requesting City Council authorize the addition of one Construction Inspector II position to
the Public Works-Engineering budget at this time in order to take advantage of an opportunity to build our workforce to serve current and future needs and reduce overall inspection costs. Human Resources recently recruited for Construction Inspector II from which staff hired a highly qualified individual to replace a retiring staff member. Staff would like to hire one more exceptionally
qualified person from the list.
Currently, staff contracts with four Construction Inspectors to assist in meeting the workload. By taking advantage of the current opportunity and hiring from the active recruitment list, staff will reduce contract inspectors to three.
All available projections show a continued high level of both private development and public
infrastructure construction during the next ten years resulting in a long-term need to provide construction inspection. Staff has analyzed the cost of contract construction inspection and hiring an additional staff member at this time. Hiring at this time provides an opportunity to plan for the future staffing capabilities, meet the departments need to build a workforce to serve current and
future needs, and will save approximately $40,000 annually.
Staff anticipates that during the next two years, current staff will change through attrition (retirements and voluntary resignations). As these changes occur, positions will be evaluated to determine the need for replacement. Taking advantage of the opportunity to hire now, while highly qualified personnel is available, will facilitate creation of a future workforce to support the needed
transportation, capital projects and private development inspection requirements.
The City receives revenues from private development construction inspection permit issuance which provides funding. City Council annually appropriates funds for capital projects which
includes funding for construction inspection as part of project costs. By deleting a contract
construction inspector, funds will be available in the current fiscal year operating budget to fund the added position. Staff will include funding in subsequent fiscal year budgets to provide ongoing funding.
FISCAL IMPACT:
The annual cost range for a Construction Inspector II position is $50,500 to $61,500 (including
benefits). Funding is received from construction inspection revenue and capital project
appropriations to support the position allocation. Annual cost of one contract Construction Inspector is approximately $100,000. Adding a Construction Inspector II position at this time will result in annual savings of approximately $40,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING ONE ADDITIONAL
CONSTRUCTION INSPECTOR II TO THE PUBLIC WORKS-
ENGINEERING INSPECTION BUDGET ALLOCATION.
WHEREAS, Public Works-Engineering Inspection is required to provide construction
inspection for private development and City infrastructure; and
WHEREAS, the City of Carlsbad receives revenues from private development for
construction inspection permit issuance; and
WHEREAS, the City Council annually appropriates funding for capital project
construction; and
WHEREAS, the City Council of the City of Carlsbad has reviewed the need to add one
additional Construction Inspector II to the Public Works-Engineering Inspection budget allocation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad has reviewed and determined the
need to add one additional Construction Inspector II position to the Public Works-Engineering
budget allocation.
3. That sufficient funding exists in the Public Works-Engineering 1997-98 fiscal year
operating budget to fund the position.
