RECOMMENDED ACTION:
Receive presentations from representatives of Friends of Carrillo Ranch.
ITEM EXPLANATION:
The City has received letters from Mr. Alan K. Kindle and Mrs. Joan Kindle, requesting time
to make presentations to the City Council regarding several issues related to the Leo
Carrillo Ranch Master Plan.

RE: Leo Carrillo Ranch Park Master Plan (PMP)
Dear Ray:
It is our understanding that Council review of the subject PMP is scheduled for January 6. We wish to make a single speaker presentation which will include some slides but should not exceed ten (10) minutes in length.
Please be kind enoush to establish with Mavor Lewis if 10 minutes can be allowed.
We will cover the following:
>>> Three trail segments that abut a proposed security wall. We will ask Council to scrutinize them with extra diligence;
>>s Absence of water features in t&e PMP. We feel there are two important opportunities which we will identify;
>>> Perhaps the ranch0 qualifies for some T.O.T. funding because of its potential as a visitor destination. Our remarks in this area will be very brief.
Staff has been kept informed of our presentation issues. We will be happy to provide any additional details that may be helpful to you and/or Council.

1: would like to request a place on the March 10 Council meeting
agenda during the presentation period. As you know, the Carrillo
Ranch Master Plan won the 1998 CPF award and a certificate for the
City will be presented at that time. As a member of the steering
committee, it would give me an opportunity to thank the staff,
commissioners and KTU+A for a job well done.

ACKNOWLEDGEMENTS / CITY COUNCIL MEETING
On behalf of the City of Carisbad, I would like to sinceriey thank you for your
participation on the Carrillo Ranch ,Master Plan Steering Committee. We recognire
this as a substantial committment in time and effort and your input and guidance was
greatly appreciated. This comprehensive document will be the blueprint for
development of the Ranch over the years as a very special historic community park for
the citizens of Carlsbad and the region as a whole.
On January 13, 1998, the City Council approved the draft Carrillo Ranch Master Plan
and directed staff to proceed with environmental review and permit processing and to
begin final design for Phase I (perimeter walls, landscaping and minor building
renovations). The Planning Department is currently reviewing the plan and we hope to
go to the Planning Commission in May for approval of the Master Plan. Construction of
the perimeter wall should begin late this summer.
As you may or may not know (from articles in the local papers), the Master Plan has
already recieved a prestigious award from the California Historic Preservation
Foundation. This award was accepted by Wayne Donaldson, KTU+A, and myself on. behalf of the City, at a ceremony February 22, 1998, at the Los Angeles Historic
Central Library. The Master Plan was acknowledged along with other notable historic
projects throughout the State. You all had a part in the success of this document!
On March 10, 1998, at the regular City Council Meeting (6:00 p.m.), the Council will
receive a piesentation by the “Friends of Carrillo Ranch” and the Volunteer Curator,
Joan Kindle. This presentation was held over from the January 13th Council Meeting
due to the late hour.
The “Friends” will be making a few comments on the Master Plan in general and
pointing out several issues they have concerning items related to the Plan.
