TITLE- L REQUEST TRANSPORTATION VITG. 3/l 7198 DEVELOPMENT ACT (TDA) FUNDING FROM SANDAG FOR SIX PROJECTS DEPT. ENG RECOMMENDED ACTION: Adopt Resolution No. 9fdY< authorizing staff to pursue Transportation Development Act (TDA) funding from SANDAG for construction of bicycle and pedestrian facilities in various locations throughout Carlsbad. ITEM EXPLANATION: Each year, SANDAG administers distribution of $2,500,000 for non-motorized facilities throughout San Diego County for bicycle and pedestrian projects under special provisions of the Transportation Development Act (TDA). Claims for this money can be initiated by any city located in San Diego County by completing an application form and the annual TDA claim form. Projects submitted must be included in an adopted City plan and be included on the seven-year Regional Transportation Improvement Plan (RTIP) update. This update, modified by adding new projects, is submitted annually by the City’s Traffic Engineering Division staff. A resolution from the City Council for each cycle for requesting TDA funding is required as part of the application process. At the March 2, 1997 meeting of the Traffic Safety Commission, the Commission recommended by a 3-O vote that TDA funding be pursued for the following six projects: 1. Sidewalk construction at orioritv locations Funding for sidewalk construction is being requested to help complete the many missing sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained funding from SANDAG to prepare a comprehensive Sidewalk Inventory Report. That report was completed and contains prioritized locations throughout Carlsbad where sidewalks are needed. SANDAG funding, if received, will be combined with the Capital Improvement Project (CIP) funding to begin construction of sidewalks in priority locations. In this application, the City will be requesting fundin to support the construction of sidewalks on a portion of Buena Vista Way and on a portion of Je ff construction of this project is estimated at $64,000. erson Street. The TDA funds requested for the 2. Carlsbad Boulevard Bicvcle Lanes Currently, the northbound bicycle lane on Carlsbad Boulevard terminates northerly of Island Way. Bicyclists merge into the Number 2 traffic lane and share this lane for several hundred feet through a constricted area before they are able to again enter into a Class II bicycle lane. This project would slightly widen the A.C. road to facilitate construction of a continuous northbound bicycle lane. The funding cost estimate for this widening is $53,500. 3. El Fuerte Bicvcle Lane Students at La Costa Meadows Elementary School currently do not have a northbound bicycle lane on El Fuerte beginning at the school. From Corintia Street to Santa Isabel Street, they share the single northbound traffic lane or ride northerly on the sidewalk located on the west side of El Fuerte Street. This project will widen the northbound asphaltic-concrete traffic lane by up to five feet for a distance of 2,200 lineal feet to permit a Class II bicycle lane to be striped for northbound bicyclists from Corintia Street to Santa Isabel Street and is estimated to cost $32,000 to construct. ‘ m h Page 2 of Agenda Bill No. -4) 5g4. ~ 4. Bicvcle Lane on Carlsbad Boulevard over the San Dieao Northern Railroad Tracks The existing bridge located on Carlsbad Boulevard near State Street has exceeded its design life. Additionally, it does not meet seismic standards. This bridge will be demolished and reconstructed to accommodate four traffic lanes, sidewalks and a bicycle lane on each side. The funding request for the applicable bicycle lane and sidewalk portion of the project is $63,600. 5. Poinsettia Lane Bridae over the San Dieqo Northern Railroad This bridge, located near Carlsbad Boulevard, spans over the S.D.N.R.R. and is constructed to one-half of its ultimate width. Development activity is driving the need to expand the bridge. Once built to its ultimate width, four traffic lanes, sidewalks and bicycle lanes will be provided over the railroad tracks. This funding request is for $32,000. 6. Hiahland Drive Corridor Des&n Studv The City Council has expressed an interest in providing a safe pedestrian and bicycle route in the infill areas of Carlsbad near schools and adjacent to the Highland Drive corridor. This interest was prompted by the need to address the uses based on the primarily residential land uses in this area. There is a high volume of students, pedestrians, and bicyclists which use this route and attend various elementary schools, one junior high school and/or one high school. Roadway improvements in this area are incomplete with large portions of the streets built without curb, gutters and sidewalks. The vision of this project is to study the Highland Drive corridor and propose a design which would maintain the rural street atmosphere and include a designated route for pedestrian and bicycle traffic. The limits of the study would stretch along Highland Drive between the Buena Vista and Agua Hedionda Lagoons. This study is estimated to cost $50,000. The City’s proposed list of projects for application in the 1997-98 Transportation Development Act funding cycle is $295,100. WHEREAS, the City Council of the City of Carlsbad, California has determined that bicycle and pedestrian facilities shall be part of roadway improvements as indicated in the Circulation Element of the General Plan; and WHEREAS, the San Diego Association of Governments (SANDAG) has solicited from cities projects for the seven-year Regional Transportation Improvement Program; and WHEREAS, the construction of sidewalk improvements in Carlsbad has been included on the seven-year Regional Transportation Improvement Program; and WHEREAS, funds have been established and are available through SANDAG to local governments for construction of non-motorized improvements which include bicycle and pedestrian facilities. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes the submittal of an application to the San Diego Association of Government (SANDAG) for the construction of bicycle and pedestrian facilities in various locations throughout Carlsbad.
