H/RED CITY MGR.a RECOMMENDED ACTION: Hold a public hearing to accept comments on the housing and community development needs of low and moderate income persons within the City of Carlsbad. In addition, the City Council may accept comments on the various proposals which have been submitted for funding under the City of Carlsbad’s 1998-99 Community Development Block Grant/HOME program. ITEM EXPLANATION: Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad continues to be eligible to receive funding under the federal Community Development Block Grant (CDBG) Entitlement Program to finance projects which serve the identified needs of low and moderate income persons. As a participant in the San Diego Urban County HOME Investment Partnership Consortium, the City will also receive federal HOME funds to provide affordable housing opportunities for lower income households. In identifying the needs of low and moderate income persons, federal regulations require that the City Council “hold at least one public hearing to obtain the views of citizens on the grantee’s (Carlsbad) housing and community development needs.” During the public hearing, the City Council may also solicit comments on specific activities proposed to meet the needs of low and moderate income persons. The City of Carlsbad is entitled to receive an anticipated new CDBG allocation of $606,000 during fiscal year 1998-99. The City also has $32,996.80 in CDBG funds which were allocated in previous years but now need to be reallocated to new projects. These funds include: l $2,910 from a previously approved public service project which was canceled (Family Service Association); l $30,086.80 from the remaining balance for general administration of the CDBG/HOME Program. The total amount of CDBG funds currently available for allocation to eligible projects which meet the needs of low and moderate income persons is $638,996.80. The total amount of HOME funding available for allocation to eligible projects is anticipated to be approximately $210,183. Attached for City Council’s information is the City’s Funding Plan Strategy (Exhibit 1). This Strategy outlines the national objectives and the local objectives established for the Carlsbad CDBG program. Eligible housing activities for the HOME program are also outlined. In response to the City’s “Request for Proposals”, a total of (24) proposals, with $1,085,464 in CDBG funding requests, have been submitted to date for consideration by the City Council. On February 10 and 11, 1998, the CDBG Funding Advisory Committee interviewed each of the organizations/agencies requesting funding. The Committee met on February 19, 1998 to discuss its recommendations, The recommendations of the Committee are attached as Exhibit 2. The Housing Commission met on December 11, 1997 to discuss its recommendations. The recommendations of the Housing Commission are attached as Exhibit 3. A copy of each proposal has been submitted to the Council for review. Copies of the proposals are also available for review by the general public at the City Clerk’s Office (1200 Carlsbad Village Drive) and/or I - - - . . The chart below summarizes the CDBG/HOME funding available and the maximum amount which can be allocated in each expenditure category: In AMOUNT OF REQUESTED AMOUNT OF AVAILABLE EXPENDITURE CATEGORY FUNDING ($1 FUNDING ($1 Public Services selecting projects for CDBG funding, top priority should be given to developing a well-balanced program which best meets the various public service and public facility needs of low and moderate-income Carlsbad residents. Each eligible proposal submitted was evaluated based upon the following criteria, with a maximum score of 100 points: 1) organization’s ability and capacity; 2) financial ability and stability; 3) benefits and beneficiaries; and 4) ready implementation of program/project. CDBG project proposals were then selected from each of the three local objective categories based upon the proposals’ evaluation score. The chart provided as Exhibit 2 outlines each request for funding received by the City for the 1998-99 CDBG program with an indication of staff’s evaluation score and the CDBG Funding Advisory Committee’s recommendation. In selecting activities for HOME funding, such housing activities must meet the identified needs of low income residents of Carlsbad, as detailed within the City’s Consolidated Plan. Additionally, staff evaluated the recommended housing activity based upon the above referenced criteria. The chart provided as Exhibit 3 outlines the recommended housing activity with an indication of staffs evaluation score, the corresponding Consolidated Plan priority, and the Housing Commission’s funding recommendation. Staff recommends that the City Council accept public comments on the needs of low and moderate income persons and the proposals submitted for funding under the 1998-99 CDBG/HOME program to meet those needs. Then, as a second action, it is recommended that the Council express its intent to approve final project funding allocations at a future City Council meeting. FISCAL IMPACT: The City of Carlsbad will receive an estimated new allocation of $606,000 in CDBG funds for program year 1998-99. An additional $32,996.80 in CDBG funds is also available for reallocation from previously approved, canceled or completed projects. The City may use a maximum of twenty percent (20%) of the new allocation, or $121,200, for administration of the City’s CDBG and HOME program. The CDBG Program has no impact on the General Fund. h . . Project proposals (25 total; On file in the City Clerk’s Office). 3 - EXHIBIT 1 CONSOLIDATED FUNDING PLAN STRATEGY CITY OF CARLSBAD CDBG/HOME PROGRAM PY 1998-99 4 CITY OF CARLSBAD 1998-99 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES The City of Carlsbad Community Development Block Grant (CDBG) funds will be allocated to organizations, agencies, City Departments, or persons to implement programs or develop/improve public facilities which meet the following community development objectives: 1. AFFORDABLE HOUSING: . Provide direct benefit to lower income persons through the provision or retention of affordable housing units in Carlsbad; . Provide shelter or services to homeless or near homeless persons/families which result in an improved situation through employment, permanent housing, treatment of mental, or substance abuse problems, etc.; and, . Provide direct assistance to lower income households to prevent or eliminate residential Building or Municipal Code violations and/or improve the quality of housing units in Carlsbad through residential (rental and/or owner occupied) rehabilitation programs. 2. SOCIAL SERVICES (GENERAL): . Provide assistance to non-profit public service providers who meet the basic needs of lower income Carlsbad residents. Basic needs are defined as those which provide food, shelter, clothing and, in some cases, health care; . Provide assistance to non-profit public service providers who offer counseling and self- improvement programs/activities for lower income Carlsbad residents; and, . Provide assistance to non-profit public service providers who offer recreational and/or cultural programs/activities for lower income Carlsbad residents. 3. SOCIAL SERVICES (CHILDREN & ADULTS): . Provide assistance to organizations which administer programs that directly benefit lower income children living in Carlsbad. The programs must provide one or more of the following activities: day care, after-school care, cultural enrichment, recreation, health carelimmunization or self-improvement. The City may also give priority to single-parent assistance programs such as counseling services; and . Provide assistance to organizations which administer programs that directly benefit low income adults living in Carlsbad. The programs must provide one or more of the following activities for adults: employment services, job training, and educational programs. Programs designed for elderly adults only must provide one or more of the following activities: meals, homemaking or personal assistance services, financial assistance services, counseling, transportation, or shared housing or other housing related services. WordAFund Strategy 3of6 - SAN DIEGO URBAN COUNTY 1998-99 HOME INVESTMENT PARTNERSHIP PROGRAM STRATEGY The City of Carlsbad, as a member of the San Diego Urban County HOME Consortium, will allocate its HOME Investment Partnership funds to implement the following activities directly, through local housing authorities, or for-profit or non-profit organizations: 1'. Housing Acquisition/Rehabilitation Housing Rehabilitation Housing Construction Housing Acquisition/Rehabilitation HOME funds may be used for acquisition of existing housing units with or without rehabilitation for lower-income persons and special needs groups. 2. Housing Rehabilitation HOME funds may be used for housing rehabilitation costs incurred separately or in connection with the acquisition of existing housing for lower-income persons and special needs groups. 3. Housing Construction HOME funds may be used for all eligible costs of housing construction for lower-income persons and special needs groups, where the existing housing stock is not appropriate for the development of affordable housing. 4. Rental Assistance HOME funds may be used for tenant based rental assistance, related residential security deposit assistance programs, and other eligible related costs. 5. Home Buver Assistance HOME funds may be used for home buyer assistance programs for lower income persons. Such programs may include, but are not limited to, downpayment and closing cost assistance, direct loan to the home buyer, interest subsidy to the lender, or “gap” financing. 6. Administration/Planninq ‘& Rental Assistance/ Security Deposits #i’ Home Buyer Assistance ‘&’ Administration/Planning A portion of HOME funding may be used for eligible HOME administration and planning costs, including direct administrative and overhead costs, public information, fair housing, and program development costs. NOFA Process The City’s portion of HOME funds will be awarded to eligible housing activities implemented by the City or by for profit or non-profit organizations on behalf of the City. Staff of the Housing and Redevelopment Department shall evaluate and determine those eligible housing activities to be considered for funding under the HOME Program based upon the housing need priorities established in the City’s General Plan Housing Element and the Consolidated Plan. Staff will present to the Housing Commission for funding consideration those eligible housing activities which best meet the housing need priorities of the City. The Housing Commission’s funding recommendation will then be presented to the City Council for consideration and final approval. Additionally, the Urban County HOME funding program will be implemented through twice yearly Notices of Funding Availability (NOFA’s). 8. Leverage In so far as possible, HOME funds will be leveraged with other public and private funding sources to enhance program productivity. 9. Area of Activitv HOME funds may be used for housing activities implemented within the City of Carlsbad. In that issue Dfeffa Escobedo and her sister Connie Trejo were honored with the Masters Meed Ward by the Carlsbad Chamber of Commerce in recognition of the sisters’ achieuements for outstanding contributlans to the Carfsbad community. Unfortunately, two of the many community hats Ofelia wears: Carfsbad Boys and Girls Club Board of Directors and Communlty Resource Center Board of Directors were recommended to receiue substantial Block Grant awards.($142,586) Carfsbad is fortunate to haue citizens llke Dfelfa and her sister urho giue so much to thefr communfty ; but in Ofelia’s roles on the Board of Ofrectors and on the CDBG Funding Aduisory Committee, one hat would haue been more apprapriate. The City has approximately $638,996.80 available for allocation to eligible CDBG projects and $210,183 to eligible HOME projects. The City of Carlsbad is committed to using CDBG/HOME funds to finance projects/services which provide direct benefit to lower income residents. To develop a CDBG/HOME program which meets the needs of the low and moderate income population, the City of Carlsbad requests assistance from members of the community. Citizen participation is critical to the success of the Carlsbad CDBG/HOME program.
