LAS FLORES DRIVE RECOMMENDED ACTION: Introduce Ordinance No. Ns;- 4L( ‘I to establish a prima facie speed limit on Las Flores Drive from Jefferson Street to Highland Drive. ITEM EXPLANATION: Las Flores Drive is an unclassified roadway located in the northerly portion of the City. It follows a general east-west alignment between Jefferson Street and Highland Drive for a distance of one-half mile and functions as a collector road. The road is located adjacent to an elementary school and in a residential area. Appropriate school zone warning signs have been installed on Las Flores Drive in the Buena Vista Elementary School zone. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their March 2, 1998 meeting, the Traffic Safety Commission recommended by a 3-l vote that a 30 mile per hour prima facie speed limit be established upon Las Flores Drive from Jefferson Street to Highland Drive. The current version of the Engineering and Traffic Survey is on file in the Office of the City Traffic Engineer. FISCAL IMPACT: Installation of two speed limit signs will cost about $250. W-447 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44560 TO ESTABLISH A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON LAS FLORES DRIVE FROM JEFFERSON STREET TO ITS INTERSECTION WITH HIGHLAND DRIVE. 6 The City Council of the City of Carlsbad, California, hereby ordains as follows: 7 SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended s by the addition of Section 1044.560 to read as follows: 9 ‘10.44.560 Las Flores Drive: 10 Upon Las Flores Drive from Jefferson Street to its intersection with Highland Drive, the prima facie speed limit shall be thirty miles per hour.” 11 12 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to 13 be published at least once in a newspaper of general circulation in the City of Carlsbad within 14 fifteen (15) days after its adoption. 15 INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 16 day of , 1998, and thereafter, 17 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council 16 held on the day of , 1998 by the following vote, to wit: 19 AYES: 20 NOES: 21 ABSENT: 22 23 CLAUDE A.
