RECOMMENDED ACTION:
Adopt Resolution No. % -8u accepting a grant deed for park land, approving the Final Map for Carlsbad Tract No. 93-04, Ranch0 Carrrillo Phase I Village “Q”, and authorizing the City Clerk to process the grant deed and Map for recording.
ITEM EXPLANATION:
On April 15, 1997, the City Council adopted Resolution No. 97-446 approving the Restated Ranch0 Carrillo Parks Agreement between the City and the owner of the Ranch0 Carrillo development, Continental Homes. This agreement outlines the park requirements in conjunction with the Ranch0 Carrillo Master Plan. One term of this agreement requires the developer to dedicate 16.4 acres of park land concurrent with or prior to approval of the first final map within the Master Plan.
Engineering staff has completed checking both the grant deed for park land dedication and the final map of Carlsbad Tract 93-04, also known as Ranch0 Carrillo Phase I Village ‘IQ”.
The park land dedication comprises 16.7 acres adjacent to the existing Carrillo Ranch, and consistent with the Leo Carrillo Ranch Park Master Plan.
The final map covers a 127.97 acre property subdivided for residential development. This subdivision is within Local Facilities Management Plan (LFMP) Zone 18 and is generally located south of Palomar Airport Road and west of Melrose Drive. It is comprised of 111 lots with uses as
follows: 102 single family dwellings, 4 open space lots, 1 park site lot, 2 community facility lots, 1 day care facility lot and 1 recreational vehicle storage facility lot.
With acceptance of the grant deed, the final map conforms substantially with the tentative map as approved by Planning Commission on l/4/95 per Resolution No. 3706. The final map also conforms to the general plan, all the applicable requirements of the Municipal Code, City Standards and the Growth Management Plan. The applicant, Continental Ranch, Inc., is requesting the recordation of said final map.
FISCAL IMPACT:
In accordance with the Restated Ranch0 Carrillo Parks Agreement, the City acknowledges that the developer of the Ranch0 Carrillo development has completed their park land requirement and that park-in-lieu fees will not be required for development.
The developer pays a plan check fee to cover the expense of plan checking and processing the Final Map for recording. There is no fiscal impact to the City. All appropriate fees will be paid if and when building permits are issued for this project.

RESOLUTION NO. 98-84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A GRANT DEED FOR PARK LAND AND APPROVING THE FINAL MAP FOR CARLSBAD TRACT NO. 93-04, RANCH0 CARRILLO PHASE I VILLAGE ‘Q” AND AUTHORIZING THE CITY CLERK TO PROCESS THE GRANT DEED AND MAP FOR RECORDING
WHEREAS, the City of Carlsbad and Continental Ranch, Inc., have entered into an
agreement for Continental Ranch, Inc. to dedicate additional park land and transfer of title to the
park site to the City of Carlsbad in satisfaction of the park’s conditions contained in the Ranch0
Carrillo Master Plan, Ordinance NO. NS-247; and
WHEREAS, Continental Ranch, Inc. has offered 16.4 acres of park land for dedication to
the City of Carlsbad; and
WHEREAS, Continental Ranch, Inc., has submitted a Final Map known as Carlsbad Tract
No. 93-04, Ranch0 Carrillo Phase I Village ‘Q” to the City of Carlsbad for approval; and
WHEREAS, the Tentative Map of Carlsbad Tract No. 93-04 with conditions, was
approved by the Planning Commission on l/4/95, pursuant to Resolution Number 3706; and
WHEREAS, the City Engineer has determined that said map substantially conforms to
said conditionally approved tentative map; and
WHEREAS, the conditions of approval for said Final Map have been completed or
secured; and
WHEREAS, the developer has offered public street and public easements for dedication
to the City of Carlsbad; and
WHEREAS, the Final Map conforms to the City of Carlsbad General Plan and all
requirements of City Codes and Standards; and
WHEREAS, the City Council of the City of Ca,rlsbad determined it to be in the public
interest to approve, said Final Map; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the grant deed for park land which is on file with the City Engineer and is
incorporated herein by reference, is accepted.
3. That said Final Map known as Carlsbad Tract No. 93-04, Ranch0 Carrillo Phase I
Village “QI1, which is on file with the City Engineer and is incorporated herein by reference, is
accepted.
4. That the City accepts the dedications shown on the Final Map.
5. That the City Clerk is authorized to sign the Certificate of Acceptance on the Final
Map.
6. That the City Clerk is authorized to cause the original grant deed and original Final
Map to be recorded in the Office of the County Recorder of San Diego County, State of
California.
7. That the City Clerk is authorized to release the map to First American Title Insurance
Company for recording in the Office of the County Recorder.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Car&bad City Council
held on the 24th day of March , 1998 by the following vote, to wit:
