RECOMMENDED ACTION:
1. City Council hold a public hearing regarding the proposed use of Department
of Justice Local Law Enforcement Block Grant funds.
2. City Council adopt Resolution No. 98-100 accepting the Block Grant funds
and appropriating the funds to support various police department functions.
ITEM EXPLANATION:
The City of Carlsbad’s application for funding under the US Department of
Justice’s Local Law Enforcement Block Grants Program from the Omnibus Fiscal
Year 1997 Appropriations Act was approved in the amount of $85,027.
These one-time funds can be used only to enhance but not replace law
enforcement budgets and must be spent within two years from the receipt of the
grant.
The federal funds may not exceed 90 percent of the total program costs. The City
must provide at least 10 percent of the total program cost in cash. It ‘is
recommended that these matching funds come from the police asset forfeiture
fund. With a block grant award of $85,027, the cash match must be $9,447 for a
total program funding amount of $94,474 for eligible projects/programs.
1. The police department is requesting that the following appropriations totaling
$94,474 be made: equipping new firing range ($45,474), cultural awareness
training ($lO,OOO), gang file maintenance ($lO,OOO), enhanced defensive driving
training ($8,000), annual community report ($7,000), mug composite drawing
program ($5,000), defensive tactics recertification and equipment ($3,000), video
recording device ($3,000), canine felony tracking training ($1,500), and spike
strips ($1,500). These proposed expenditures comply with the requirements of
the grant.
2. As required by the regulations for the funding, an advisory committee must
make recommendations to the City Council on the projects proposed for funding
under the subject block grant. The Carlsbad Advisory Board met on December
16, 1998, and recommended City Council approval of staffs proposed
expenditures.

A public hearing must be held regarding the proposed use of the funds and must
be held prior to the obligation of the funds. Staff is recommending that the City
Council accept public testimony on the proposed expenditures as explained
above. If the proposed expenditures are acceptable, staff then recommends that
the City Council approve the attached resolution accepting the funding and
appropriating funds to the projects noted above.
FISCAL IMPACT:
The total program cost is $94,474; $85,027 would come from the block grant
award. The required cash match of $9,447 would be appropriated from the police
asset forfeiture fund.

CITY OF CARLSBAD, CALIFORNIA, ACCEPTING
SPECIFIC PROJECTS FOR FUNDING UNDER THE
DEPARTMENT OF JUSTICE LOCAL LAW
ENFORCEMENT BLOCK GRANT FUNDING
WHEREAS, the City Council of the City of Carlsbad held a public
hearing on April 7 , 1998 to accept comments on the
proposed projects recommended by Staff and Advisory Board for funding
consideration under the Omnibus Fiscal Year 1997 Appropriations Act
Department of Justice Local Law Enforcement Block Grant Program; and
WHEREAS, the City Council selected projects and funding
allocations following the public hearing on April 7 , 1998; and
WHEREAS, the City Council has taken all public testimony and
comments into account.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the projects selected at the City Council meeting of
April 7 2 1998, are hereby approved at the indicated
funding levels for inclusion in Carlsbad’s Department of Justice Local
Law Enforcement Block Grant Program; and
3. That the Police Chief is authorized to execute all appropriate
agreements with the US Department of Justice for receipt of the subject
1 block grant funds, as well as any required reports and/or final
2 statements.
3 PASSED, APPROVED AND ADOPTED at a regular meeting of the
4 Carlsbad City Council held on the 7th day of April , 1998, by
5 the following vote to wit: 6

Attached are the materials for you to notice the Local Law Enforcement Block
Grant item for a public hearing before the City Council. Please notice the item
for the Council meeting of 4hhY .
This public hearing does not require a ten-day notice. It requires the standard
notice for a general public hearing, similar to the Community Development
Block grant program. A 72-hour notice in the newspaper will be sufficient to
meet the regulations of the grant program.
