AUTHORIZATION TO FUND DESIGN AND -’ FUTURE CONSTRUCTION OF TRAFFIC SIGNALS VITG. 4/I 4198 ON LA COSTA AVENUE AT CADENCIA STREET, ROMERIA STREET AND VIEJA CASTILLA WAY DEPT. ENG RECOMMENDED ACTION: Adopt Resolution No. 98-103 to authorize funding for design and future construction of traffic signals on La Costa Avenue at the intersections of Cadencia Street, Romeria Street and Vieja Castilla Way. ITEM EXPLANATION: At their meeting of March 10, 1998, the City Council received the recommendations of the Traffic Safety Commission regarding future construction of traffic signals on La Costa Avenue at Cadencia Street, Romeria Street and Vieja Castilla Way. Public input was also given to the City Council at this meeting. Funding for temporary asphaltic-concrete sidewalks on the north side of La Costa Avenue will be put in the 1998/99 Capital Improvement Program (CIP). After consideration of the issues and facts, the City Council directed staff to pursue design and construction of traftic signals at Cadencia Street, Romeria Street and Vieja Castilla Way. All three locations meet Caltrans traffic signal warrants and are on the City of Carlsbad 1998 Traffic Signal Qualification List. The traffic signal at Cadencia Street has been previously designed, however, specifications need to be prepared. As per direction from the City Council, the eastbound traffic lane drop on La Costa Avenue located east of Romeria Street will be moved to a location west of Romeria Street and incorporated in the signing and striping plan designed with the Romeria Street traffic signal. After design is completed, staff will return to the City Council to authorize bidding of the traffic signals. ENVIRONMENTAL REVIEW: This project is categorically exempt from environmental review under the provisions of the California Environmental Quality Act (CEQA), Section 15301 (Class 1) and Notice of Exemption will be filed by the Planning Director. FISCAL IMPACT: The estimated cost to design and construct the three traffic signals, including administration, inspection, and contingencies is $370,000. Sufficient funds are available in the gas tax fund for design and construction. Annual operation and maintenance cost for a traffic signal is $5,000 per year per each individual traffic signal. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable, and in the public interest to construct traffic signals on La Costa Avenue at the intersections of Cadencia Street, Romeria Street and Vieja Castilla Way; and WHEREAS, these locations require preparation of plans, specifications, and contract documents for future construction of the traffic signals; and WHEREAS, funding for the three traffic signals will be from gas tax funds for design and ultimately construction of this project; and WHEREAS, the construction of the traffic signals are categorically exempt from environmental review per Section 15301 (Class 1) of the California Environmental Quality Act in that it consists of a minor alteration to an existing street, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That preparation of plans, specifications, and contract documents for the three locations is authorized. 3. That the Finance Director is authorized to appropriate the amount of $370,000 from the Gas Tax Fund for design and construction of the three traffic signals.
