ENG CITY OF CARLSBAD -AGENDA BILL ’ y TITLE- d AUTHORIZATION TO ADVERTISE FOR BIDS FOR A TRAFFIC SIGNAL AT AVIARA PARKWAY AND BLACK RAIL ROAD PROJECT NO. 3369 RECOMMENDED ACTION: Adopt Resolution No. %?-I0 7 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the Aviara Parkway and Black Rail Road Traffic Signal, Project No. 3369. ITEM EXPLANATION: Plans and specifications to install a traffic signal at the intersection of Aviara Parkway and Black Rail Road have been completed. This traffic signal location meets Caltrans traffic signal warrants, is number 13 on the 1998 Traffic Signal Qualification List and was included in the 1997/98 CIP for construction. The traffic signal was previously designed years ago by the engineer for an Aviara developer and has been revised and updated by the City’s consultant to match existing conditions and current traffic signal requirements. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA) and a Notice of Exemption has been issued by the Planning Director. FISCAL IMPACT: The Engineer’s Estimate for the construction cost of the traffic signal is $90,000. Construction inspection, administration and contingencies will be about an additional $25,000. This project is the first of five future traffic signal projects which are planned for Aviara Parkway between Poinsettia Lane and El Camino Real and will be funded from funds in Assessment District 88-01 and Traffic Impact Fees. Funds in the amount of $470,000 have been appropriated for all five traffic signals and minor drainage improvements and are available for this project. EXHIBITS: Location Map. RESOLUTION NO. 98-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE AVIARA PARKWAY AND BLACK RAIL ROAD TRAFFIC SIGNAL, PROJECT NO. 3369. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable, and in the public interest to construct a traffic signal at the intersection of 4viara Parkway and Black Rail Road; and WHEREAS, the plans and specifications for furnishing of all labor, material, tools, equipment, transportation and other expenses necessary or incidental of said project have been wepared and are on file in the Engineering Department of the City of Carlsbad and are ncorporated by reference herein; and WHEREAS, funding from Assessment District 88-01 includes sufficient funds to construct his project and said project is included in the 1997/98 Capital Improvement Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Zalifomia, as follows: 1. That the above recitations are true and correct. 2. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Aviara Parkway and Black Rail Road traffic signal, Project No. 3369, in accordance with the plans, specifications, and contract documents referred to herein.
