I PROJECT NO. 3523-2 ENG RECOMMENDED ACTION: Adopt Resolution No. 98-121 accepting bids and awarding Project No. 3523-2 for the construction of the Southeast Quadrant Pedestrian Curb Ramp Improvements to Portillo Concrete. ITEM EXPLANATION: On January 6, 1998, the City Council approved the plans and specifications for the Construction of Southeast Quadrant Pedestrian Curb Ramp Improvements. The Purchasing Department received seven (7) sealed bids on March 26, 1998, as shown in Table 1: Table 1 1. Portillo Concrete $49,750 2. Fox Construction $64,750 3. Los Angeles Engineering, Inc. $71,800 4. Matthew Edwards Gypsy Queen, Inc. $73,184 5. Pave-Tech Inc. $78,100 6. Bighorn Construction Company, Inc. $80,494 7. Capitol Paving, Inc. $96,379 Engineer’s Estimate $76,080 This project will provide for the retrofitting of 62 pedestrian curb ramps at existing intersections in the Southeast Quadrant as a part of the City-wide ADA Compliance Program. The Southeast Quadrant is the first quadrant to be retrofitted, although ramps have been installed throughout the City on a limited case-by-case basis. All bid documents submitted by Portillo Concrete have been reviewed by staff and found to be in order. Staff recommends that City Council award the contract for the construction of the Southeast Quadrant Pedestrian Curb Ramp Improvements to Portillo Concrete. The low bidder, Portillo Concrete, has indicated that it will complete the work with its own forces. ENVIRONMENTAL REVIEW: The project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act). .- Page 2 of Agenda Bill No. 149 647 FISCAL IMPACT: Table 2 shows staffs estimate of the costs for constructing the project. Funds in the amount of of $250,000 for four (4) consecutive years have been appropriated in the C.I.P. for the Pedestrian Curb Ramp Program, with $228,000 remaining in the current fiscal year. WHEREAS, plans have been reviewed by the City Council of the City of Carl&ad for the construction of the Southeast Quadrant Pedestrian Curb Ramp Improvements, Project No. 3523-2; and WHEREAS, bids have been received by the City of Carisbad for the construction of said project; and WHEREAS, the low bid received to construct said project was submitted by Portillo Concrete in the amount of $49,750; and WHEREAS, the low and second lowest bid received to construct said project submitted by Portillo Concrete and Fox Construction are responsive; and WHEREAS, the total estimated costs for said project if performed by Portillo Concrete are $62,250 and if performed by Fox Construction are $77,250; and WHEREAS, Council has previously appropriated $250,000 in the 1997-98 ADA Pedestrian Curb Ramp Program for design, construction, administration, and inspection of said Project. NOW, THEREFORE, BE IT RESOLVED by the Cii Council of the City of Car&bad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $49,750 submitted by Pottillo Concrete for Project No. 3523-2 for the construction of the Southeast Quadrant Pedestrian Curb Ramp Improvements is accepted and the Mayor is hereby authorized to execute a contract therefor. 3. That the bii of $64,750 by Fox Construction for Project No. 3523-2 for the construction of the Southeast Quadrant Pedestrian Curb Ramp Improvements is accepted, contingent on the failure of Portillo Concrete to provide executed contract documents, suitable bonds and proof of insurance to the Cii Purchasing Offir within twenty (20) days of adoption of this resolution or such additional days that the City Manager, at his sole discretion, may allow. That the offer award of this contract to lowest or second lowest bidder shall occur on, or before May 22,1998. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carkbad City Council held on the 21 day of April , 1998 by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Hall, Nygaard & Finnila NOES: None ABSENT: None ATTEST: (SEAL)
