ENG - CITY MGR. 3 RECOMMENDED ACTION: Adopt Resolution No. 98-122 approving plans and specifications and authorizing the City to advertise for bids for the 1998 Northeast Quadrant Pavement Overlay and Concrete Repairs PI Project No. 3558-1. ITEM EXPLANATION: For a number of years, the City of Carlsbad has made a strong commitment to a preven maintenance program for city streets. The goal of the program is to extend the life of city paver and reduce the amount of costly roadway reconstruction. To identify streets in need of rehabili the city is systematically surveyed using a combination of visual inspection, input from the : maintenance division, and recommendations from MicroPaver Pavement Management Softm Once streets are identified a combination of chip seals, slurry seals, and pavement overlays are to revitalize and protect existing pavements. In the past the Pavement Management Program was based on a City-wide division into four quadl A survey of all streets within one of the four quadrants determined rehabilitation needs for that . year, Streets in the quadrants were rotated in clockwise order each fiscal year for prevenl maintenance. a $ e 0 I-I 4 z 0 F 0 B -I 5 z 3 0 Starting with the current contract being advertised at this time, designated the Northeast Qua' Overlay, the program will move away from a strictly quadrant based rotation schedule. A city review of streets is ongoing and contracts will begin to include distressed streets not located withi current year's quadrant. This will make the program more flexible, efficient and will allow the c rehabilitate distressed streets which are in need of repair immediately, but are not located withi current year's quadrant. It will also allow the city to schedule streets for construction at more effi times of the year (i.e. streets fronting schools are constructed in the summertime instead of s( hours, streets fronting construction sites are constructed after construction instead of durir Eventually, the Pavement Management Program will review and rehabilitate streets solely on E wide basis. The following future contracts will immediately follow the northeast quadrant overlay contract fo fiscal year: (1)Southeast Quadrant Overlay, (2)Northeast and Southeast Quadrant Slurry Seal areas will be combined into one contract). Each will be brought to the city Council for authorizati' bid. Minor concrete repairs and root pruning will be performed on portions of these streets in conjun with street overlays. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under Section 1530 Class 1 (C) of the Public Resources Code (California Environmental Quality Act). Sufficient TransNeffLocal funds have been appropriated to build this project.
