P"R CITY WILDLAND FIRE PROTECTIVE GARMENTS MTG. 5" 548 DEPT TITLE: CONTRACT AWARD FOR PURCHASE OF I I I Q g a bd CL 4 2 0 F 0 a 6 z 3 0 0 RECOMMENDED ACTION: Staff recommends Council adopt Resolution No. q 8- 1% 5 , awarding the bid 1 Wildland Fire Protective Garments for the period May 6, 1998 through May 5, 1999, wi the option to renew the contract for three (3) additional one (1) year periods to Wildfi Pacific Equipment Inc. ITEM EXPLANATION The City of Carlsbad has been the lead agency in the cooperative bids for firefighte, protective clothing for several years. Based on responses to a questionnaire from ' participating agencies, it is estimated that more than 450 sets of garments will I purchased from this bid. The anticipated orders would result in purchases in excess I $1 10,000. Each individual public agency will place their respective order(s) with tt- vendor. In July 1997 a contract was awarded for these garments to Allstar Fire Equipment In( however the contract was terminated due to the vendors failure to deliver the garmen within the time requirements of the contract. In February, in accordance with Section 3.28.120 of the Municipal Code, Notice Bidders was published and Requests for Bid were sent to ten vendors. No responsii bids were received, therefore quotations were requested per Section 3.28.1 30 of th Municipal Code using the Open Market Procedure. Three responses were opened, witnessed and recorded on March 10, 1998. Staff fro1 Purchasing and representatives from Carlsbad and Chula Vista Fire Departmeni evaluated the quotations. FISCAL IMPACT The City of Carlsbad's Fire Department anticipates spending approximately $2000 fc wildland garments this fiscal year. These funds are available in the Fire Department' Fire Suppression Special Supplies Account. EXHIBITS I. Resolution No. 9 8 * I % 5 *' 1 2 3 4 5 6 7 0 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 \ I/ 0 Q RESOLUTION NO. 98-125 A RESOLUTION OF THE CITY COUNCIL OF THE CITY 01 CARLSBAD, CALIFORNIA, APPROVING THE PURCHASE 01 WILDLAND FIRE PROTECTIVE GARMENTS WHEREAS, Section 3.28.130 of the Carlsbad Municipal Code provides th; materials and services costing over twenty-five thousand dollars may be obtained throug open market procedures when no bids are received pursuant to bid procedures; and WHEREAS, quotations were submitted by three vendors and were judged agains known criteria; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbac California, as follows: 1. That the quotation from Wildfire Pacific Equipment Inc. is hereby acceptel and the Purchasing Officer is hereby authorized to execute a Purchase Orde for these items as the need arises for a period of one year beginning May 6 1998 through May 5, 1999 which may be renewed by the City Manager fo three (3) additional one (1) year periods.
