CITY ATTY t+,I’; CITY MGR. v tiECOMMENDED ACTION: Adopt Resolution No.%-f Yq Authorizing the Arts Office to commission the design and installation of artist-designed wrought iron gates for the Sculpture Garden, located in the back and side yard of the Arts Qffice, 2955 Elmwood. ITEM EXPLANATION Backaround Artist-designed double locked gates are proposed for the Arts Qffice Sculpture Garden. The Garden, located on the west side and back yard of the Arts Office has been planned for several years. However, the Garden could not be completed and open to the public until American Disabilities Act (ADA) improvements were made to the facility. The ADA improvements were completed the first week of May 1998. Wrought iron fencing has been installed along Laguna Street and for several feet facing west next to the Community Garden and facing east along the driveway of the Arts Office. The Sculpture Garden will include approximately seven (7) three-dimensional temporary artworks. These works will be exhibited for one year and new art will be placed annually. The Garden is an extension of the existing temporary art exhibitions. By placing the artworks in a more secure place, insurance costs will be reduced and it is hoped that vandalism to the art will also be reduced. Staff is anticipating the opening of the Sculpture Garden to take place in the fall. The Garden will be open to the public during office hours, and the gates will be locked when the facility is not open. Artist -designed, hand-forged steel gates will be commissioned to enhance the new Sculpture Garden as well as provide security for the property. The Arts Commission approved the recommendation to use artist-designed gates using the following process: Process . An RFQ will be sent to interested area artists to design, build and install hand-forged steel gates with secure locks. . The Arts Commission will select the artist based on past work. . The artist will be required to sign the City’s Visual Artists Rights Act waiver. . The artist will design the gates to compliment the existing wrought iron fencing. . The design will be displayed at the Cole Library for two weeks - public input will be solicited. . Upon approval by the Arts Commission, the artist will fabricate and install the gates. FISCAL IMPACT The cost of the gates will not exceed $12,000. Funding is provided from three sources: . A $4,000 pledge from the Carlsbad Arts Associates. . $5,000 from a California Arts Council Grant received for the Sculpture Garden in 1997. . $3,000 from the Temporary Art Exhibition Fund. Resolution No. 98 * j 47 - - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTlbN NO. 98-144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE ARTS OFFICE TO COMMISSION THE DESIGN AND INSTALLATION OF ARTIST-DESIGNED GATES WHEREAS, a Sculpture Garden has been planned for the side and back yard of the Arts Office for several years; and WHEREAS, the Arts Office received a California Arts Council grant in 1997 for the purpose of creating a Sculpture Garden; and WHEREAS, the Arts Commission approved the recommendation to commission artist- designed and installed gates, following a specific process; and WHEREAS, The Arts Associates have pledged $4,000 towards the design and installation of gates for the Sculpture Garden; and WHEREAS, $5,000 is available from- a California Arts Council Grant received for the Sculpture Garden in 1997 and $3,000 is available in the Temporary Art Exhibition Fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as follows: 2: That the above recitations are true and correct. That the City Council authorizes the Arts Office to commission the design and installation of artistic gates for the Sculpture Garden.
