PLN RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 9 8 - 16 0 ACCEPTING the attached memo on circulation deficiencies and mitigation measures, appropriating $ 50,000 for design of improvements to the intersection of El Camino Real and Faraday Avenue, and making the finding that the mitigation measures ensure that the Growth Management Performance Standard for Circulation is being met. 1 ITEM EXPLANATION: In compliance with the Growth Management Ordinance (Section 21.90 of the Carlsbad Municipal Code) the City prepares an annual monitoring report regarding the performance of the City’s circulation system. The Performance Standard for Circulation requires a Level of Service (LOS) of D or better at peak hours. The annual monitoring report measures LOS at all of the key intersections of the City. If deficiencies are indicated in the monitoring report, the Growth Management Ordinance requires that these be brought to the attention of the City Council along with a plan for correcting the deficiency. ~ As described in the attached memo from the Public Works Director/City Engineer (Exhibit 3) the most recent monitoring report indicated unacceptable LOS at three locations. These locations are: l The intersection of El Camino Real and Faraday Avenue l The intersection of Palomar Airport Road and El Fuerte Street l The northbound on-ramp of Interstate 5 Freeway at Palomar Airport Road. Exhibit 3 also outlines the proposed mitigation measures. In general, the mitigation at all three locations will consist of modifying the lane configuration to add capacity for turning vehicles. The specific modifications for each location are described in the exhibit. To implement the mitigation measures, the following actions are necessary. For the intersection of Camino Real and Faraday Avenue, it is recommended that the City Council appropriate $50,000 for design of improvements. Additional funds, estimated to be approximately $250,000, will need to be appropriated at a future time for construction of the improvements. For both the intersection of Palomar Airport Road and El Fuerte Street and the northbound on-ramp of Interstate 5 Freeway at Palomar Airport Road, design is already underway and construction funds have already been budgeted in the 1997-98 CIP. Construction of these improvements will be proceeding before the end of 1998. Based on these mitigation measures, staff recommends that the City Council find that the Performance Standard for Circulation is being met. FISCAL IMPACT: Approval of the recommended action will appropriate $50,000 from the Traffic Impact Fee fund at this time and a subsequent appropriation of approximately $250,000. ENVIRONMENTAL IMPACT: The recommended actions of this agenda bill are exempt per Section 15301 (c) of the California Environmental Quality Act for the following reasons: 1. 2. 3. Improvements to the intersection of Palomar Airport Road and El Fuerte consist of minor alteration of existing streets within the public right-of-way. Improvements to the intersection of El Camino Real and Faraday are not being approved or authorized for construction at this time. Only design is being funded. Subsequent CEQA analysis will be required with approval to solicit bids. The Interstate S/Palomar Airport Road north bound ramp improvements will be analyzed separately for CEQA compliance. Memorandum dated January 13, 1998, from the Public Works Director/City Engineer. . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 98-160 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD ACCEPTING A REPORT REGARDING GROWTH MANAGEMENT CIRCULATION DEFICIENCIES AND APPROPRIATING $50,000 FOR DESIGN OF IMPROVEMENTS TO THE INTERSECTION OF EL CAMINO REAL AND FARADAY AVENUE The City Council of the City of Carlsbad, California, does hereby resolve as follows: WHEREAS, The City Council of the City of Carlsbad has established a Growth Management Program which is codified in Section 21.90 of the Carlsbad Municipal Code; and WHEREAS, Section 21.90 of the Carlsbad Municipal Code requires that Performance Standards for public facilities be met at all times as stated in the Citywide Facilities and Improvements Plan; and WHEREAS, in the event a public facility is found to be not in compliance with its stated Performance Standard, the City Manager is required to report such deficiency to the City Council, along with a mitigation program to restore the public facility to an acceptable level of service; and WHEREAS, annual monitoring of the traffic circulation system of Carlsbad has revealed unacceptable levels of service at three locations, namely the intersection of El Camino Real and Faraday Avenue, the intersection of Palomar Airport Road and El Fuerte Street, and the northbound on-ramp from Palomar Airport Road to the Interstate 5 Freeway; and WHEREAS, staff has developed a mitigation program to restore each location to an acceptable level of service for traffic circulation as required by the Citywide Facilities and Improvements Plan. 3 . The City Council accepts the report of traffic deficiencies and mitigation program as satisfying the requirements of the Growth Management Plan. 2. Staff is hereby directed to carry out the mitigation measures stated in the memorandum dated January 13, 1998, from the Public Works Director/City Engineer to the Community Development Director. 3. $50,000 is appropriated from the Traftic Impact Fee Fund to pay for design of improvements to the intersection of El Camino Real and Faraday Avenue. 4. The Planning Director has determined the actions authorized by this Resolution to be exempt from the California Environmental Quality Act. January 13,1998 TO: COMMUNITY DEVELOPMENT DIRECTOR h EXHIBIT 3 FROM: Public Works Director/City Engineer CIRCULATION DEFICIENCIES PER THE 1997 GROWTH MANAGEMENT TRAFFIC MONITORING PROGRAM TransCore (formerly JHK & Associates) identified three locations that exceeded the growth management standard for circulation in their 1997 Traffic Monitoring Program. The locations and corresponding level of service (LOS) in the applicable peak hour is indicated as follows: , LEVEL OF SERVICE LOCATION A.M. PEAK P.M. PEAK ‘. 1. El Camino Real/Faraday Avenue Intersection E 2. Palomar Airport Road/El Fuerte Street Intersection E F 3. I-5/Palomar Airport Road Northbound Ramp E Staff is implementing measures to improve the level of service at these intersections. However, local and regional traffic continues to increase on Carlsbad streets and, thus, cause growth management circulation problems. Mitigation measures being implemented are described below. 1. El Camino Real/Faraday Avenue Intersection The eastbound Faraday Avenue single through lane will be striped to a combination through/right lane. This temporary measure will provide increased capacity for right turning vehicles. It is recommended that funding be obtained immediately in order to proceed with design and then construction of a new right-turn only lane on the Farmers Insurance property located on the southwest corner of the intersection. The City of Carlsbad has an irrevocable offer of dedication on this property for the needed traffic lane. Upon completion of the additional right-turn only lane, the shared through/right lane will be converted back to a through lane. Two eastbound right-turn lanes will greatly facilitate the heavy turning movements from Faraday Avenue to southbound El Camino Real. 2. Palomar Airport Road/El Fuerte Street Intersection Design is starting at this intersection to provide an additional left-turn lane for eastbound to northbound vehicles turning from Palomar Airport Road. Additionally, a third eastbound through lane is being designed for Palomar Airport Road. This project is funded in the 1997/98 CIP. To improve capacity for vehicles on El Fuerte Street proceeding southbound to turn east at Palomar Airport Road, an additional left-turn lane will be striped by City crews to create the dual left-turn lane. . I-!YPalomar Airport Road Northbound Ramp The 1997/98 CIP approved design and construction of an additional lane for westbound Palomar Airport Road traffic to turn northbound onto the interstate Highway 5 northbound ramp. This design is at the 90% completion stage.
