HD. < TITLE: ADOPTING A RESOLUTION TO SUPPORT PROPOSITION SAN DIEGO COUNTY REGIONAL LIBRARY AUTHORITY I I I RECOMMENDED ACTION; Adopt Resolution No. 98- 17 5 in support of Proposition L, as placed on the I 1999 ballot by the San Diego County Regional Library Authority. ITEM EXPLANATION: The San Diego County Board of Supervisors created the San Diego County Region Library Authority on October 21, 1997. The purpose of the Authority is to place a fib % cent sales tax for libraries on an election ballot. The Authority plans to place this tax for libraries measure (Proposition L) on the March 2, 1999 election ballot. The Authority has requested that each member city formally support the approval oi sales tax initiative. FISCAL IMPACT: None EXHIBITS: 1. Resolution No. 98 - / 7 5 supporting Proposition L. WHEREAS, the citizens of Carlsbad rely on their libraries for a variet services; and WHEREAS, libraries serve youngsters from pre-school to college, pare and seniors, as well as businesses; and WHEREAS, current funding levels are insufficient to provide for esser library programs and operations; and WHEREAS, the library is a vital part of our community; and WHEREAS, a sales tax increase of one-quarter cent for a period of i years would generate an estimated $19.8 million over 5 years for the pu libraries in the City of Carlsbad; and WHEREAS, the San Diego County Regional Library Authority has votec place before the voters of San Diego County on the March 2, 1999 ballo measure to consider a sales tax to be used exclusively for library purposes: and WHEREAS, the San Diego County Regional Library Authority k requested that each member city formally support the approval of the library sa tax initiative; and WHEREAS, the San Diego County Board of Supervisors has determir that this measure shall be known as Proposition "L"; Ill Ill Ill j/ e a 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the C Carlsbad, California, as follows; 1. That the above recitations are true. 2. That the City Council of Carlsbad hereby supports Proposition L, an urges {he voters of Carisbad to vote yes on this measure when it is presented to them on March 2, 1999. 3. That the City Council of Carlsbad urges all cities within the San Dies County Area to support Proposition L.
