RECOMMENDED ACTION:
Adopt Resolution No. 98- I9 S accepting bids and awarding a contract for the Aviara Parkway
and Black Rail Road Traffic Signal, Project No. 3369.
ITEM EXPLANATION:
On April 14, 1998, the City Council approved the plans and specifications for the Aviara Parkway
and Black Rail Traffic Signal, and directed the City Clerk to advertise for construction bids. On
May 28, 1997, the following seven (7) sealed bids were received:
1. HMS Construction $87,350 2. Sierra Electric 95,127 3. DBX, Inc. 97,923 4. Lekos Electric, Inc. $98,409
5. Select Electric, Inc.
6. T & M Electric Inc. g; 2E
7. Knox Electric Inc. $114:500
The Engineer’s Estimate for this traffic signal is $92,000. Bids for the project have been reviewed and analyzed. The lowest responsible bidder is HMS Construction, at $87,350. Staff, therefore, recommends the award of the contract to HMS Construction.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA) Section 1503 Class 1 (f).
FISCAL IMPACT:
The project cost breakdown is as follows:
Design $3,500
Construction $87,350
Inspection & Project Administration (10%) $8,735
Construction Contingencies (15%) $13,102
TOTAL CONSTRUCTION COSTS $112,687
This project is the first of five future traffic signal projects which are planned for Aviara Parkway between Poinsettia Lane and El Camino Real and will be funded from funds in Assessment District 88-01 and Traffic Impact Fees. Funds in the amount of $470,000 have been appropriated for all five traffic signals and minor drainage improvements and are available for this project.

RESOLUTION NO. 98-195
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE AVIARA PARKWAY AND BLACK RAIL
ROAD TRAFFIC SIGNAL, PROJECT NO. 3369.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Aviara Parkway and Black Rail
Road Traffic Signal; and
WHEREAS, seven (7) sealed bids were received on May 28, 1998 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by
HMS Construction, in the amount of $87,350; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by HMS Construction, in the amount of $87,350 is
hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the Aviara Parkway and Black Rail Road Traffic Signal.
3. That the City Manager is hereby authorized to approve construction change orders
up to $13,102.

4. That the award of this contract is contingent upon the bidder submitting the lowest

responsive bid executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within twenty (20) days of adoption of this resolution. The
City Manager may grant reasonable extensions of time.
