June 23.1998 COLLEGE FOR TWO YEARS RECOMMENDED ACTION: Adopt Resolution No. qp+i@ authorizing the Mayor to extend a two-year agreement to Palomar College to lease two surplus police vehicles for two additional years. I ITEM EXPLANATION: On June 11, 1996, the City Council approved Resolution No. 96-202 authorizing the lease of two surplus police vehicles to the Palomar College Criminal Justice Program for the sum of $1 each. The lease expires June 12, 1998, and the college has requested a two-year extension of the lease utilizing the same two vehicles. FISCAL IMPACT: The value of the surplus vehicles in two years will be less than $1,000 EXHIBITS: qg -19 7 1. Resolution No. 2. RAUTE (SEAL) 23 24 25 26 27 28 - AMENDMENT TO LEASE BETWEEN CITY OF CARLSBAD AND PALOMAR COM-MlJ@i??COLLEGE DISTRICT FOR SURPLUS PCizE VEHICLES THIS AGREEMENT is made effective May 15, 1998, between the City of Carlsbad, a municipal corporation of the State of California, and the Palomar Community College District, dba Palomar College, a public entity of post secondary education operating in the State of California. RECITALS WHEREAS, the City of Carlsbad (hereinafter the “City”), and the Palomar Community College District, dba Palomar College (hereinafter the “College”), entered into a lease of City surplus police vehicles effective 13 June 1996; and, WHEREAS, the term of the lease agreement ends on May 14, 1998, and the City and College desire to extend the agreement by an additional two year period; and, WHEREAS, the City continues to carry the subject vehicles on its inventory as “surplus” and does not have a present need to use these vehicles in its Police or law enforcement efforts; and, WHEREAS, the College has a continuing need to use the subject vehicles in its Police Training Programs, and in the Administration of Justice program; NOW THEREFORE, in consideration of the above recitals, the substance of which is incorporated herein by this reference, City and College agree: 1. The term of the lease, which expires May 14, 1998, is hereby extended for additional two calendar years, and shall now expire on May 13, 2000. 2. Vi? ?ECOMMENDED ACTION: Approve Resolution No. 36 -doa authorizing the Mayor to execute an agreement to lease two surplus police vehicles to the Palomar College Criminal Justice Program for the sum of $1 each. ITEM EXPLANATION: In September 1996 PaIomar College wilI begin offering the basic police course in extended format. The extended format is distinct from the regular police academy in that it is approximately a two-year course and is scheduled to allow the working adult to attend. It wiIl create a pool of candidates who otherwise could not become police officers. Carlsbad will ultimately benefit from the program by having a larger pool of candidates from which to choose. Dr. Larry Roberts, Director of Palomar College Public Safety Program, has asked to purchase or lease surplus police vehicles to be used in the training academy. The lease will be renewed with different vehicles every two years upon mutual agreement of both parties. FISCALIMPACT Surplus patrol vehicles are sold at the county auction annually for between $1,000 and $3,000, depending on their condition. After two years utilization in a training academy, the value of the vehicles would likely be less than $1,000. EXHIBITS: 1. Resolution No. qbB80* 2.
