RECOMMENDED ACTION:
Carlsbad Municipal Water District Board of Directors: Adopt Resolution No. 4
approving plans and specifications and authorizing to advertise for bids for the con$
of 16-inch Potable Water Transmission Main and 24-inch Recycled Water Transmissic
for Cannon Road, CMWD Project No. 88-602, Contract No. 35341, 35831.
City of Carlsbad City Council: Adopt Resolution No. 98 -do& approving pk
specifications and authorizing to advertise for bids for the construction of Cannon Roi
Reach I, 8-inch collector sewer and 12-inch collector sewer for South Agua Hi
Interceptor Sewer, CMWD Project No. 92-406, Contract No. 35341, 35831.
ITEM EXPLANATION:
This project constructs the following pipelines in Cannon Road from Leg0 Drive to I
Avenue:

2. 4,130-feet of 24-Inch Recycled Water Pipeline & Appurtenances $3E
3. 2,400-feet of 8-Inch to 12-Inch Sewer Pipeline $1 E

These pipelines will be added to the bid set for Cannon Road West Reach 1 I
improvements previously approved for advertising by the City Council at their me(
June 9, 1998.
ENVIRONMENTAL REVIEW:
The Potential impacts of the proposed actions were already evaluated in I
environmental documents, Kelly Ranch EIR 83-04 and Cannon Road Reach 1 EIR 8
proposal is therefore within the scope of the prior environmental document, and
environmental documentation or Public Resources Code 21 081 findings are requ
Notice of Prior Environmental Compliance will be issued upon project approval.
FISCAL IMPACT:
The total cost for the construction of these pipelines is estimated to be $915,000. FI
be provided from two funds. In Fiscal Year 1997/98, funds in the amount of $1,
remain appropriated from the water connection fee program for the Canno
Transmission Main. Funds in the amount of $374,400 remain appropriated from th
benefit zone program for the South Agua Hedionda Interceptor Phase I.

SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN
ADVERTISEMENT FOR BIDS FOR CANNON ROAD WEST
REACH 1 WATER AND RECYCLED WATER TRANSMISSION
MAINS AND COLLECTOR SEWER FOR SOUTH AGUA
HEDIONDA INTERCEPTOR SEWER, CMWD PROJECT NOS.
88-602 AND 92-406, CONTRACT NO.
WHEREAS, the Board of Directors of the Carlsbad Municipal W
District of Carlsbad, California, has determined it necessary and in the PL
interest to approve the plans and specification and to authorize publishing
advertisement for bids for the Cannon Road West Reach 1 Water and Recyc
Water Transmissions Mains and Collector Sewer for South Agua Hedio
Interceptor Sewer, CMWD Project Nos, 88-602 and 92-406; and
WHEREAS, funds appropriated in the 1997/98 Budget for the wi
connection fee program in the amount of $1,146,140 as of May 31, 1998,
available, therefor, there are sufficient funds available for this project; and
WHEREAS, plans and specifications for the Cannon Road v1
Reach 1 Water and Recycled Water Transmission Mains and Collector Sewer
South Agua Hedionda Interceptor Sewer, CMWD Project Nos. 88-602 and 92-4
have been prepared by the District engineering staff with a cost estimate
$730,000 for the water connection fee program portion of the total project which
available for review in the Engineering Department of the Carlsbad Municipal W;
District; and
WHEREAS, authorization is hereby granted by the Board of Direct
to publish an Invitation to Bid in accordance with Section 3.28.120 of the Munici
Code.

Carlsbad Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications and cost estimate of $730
submitted by the Carlsbad Municipal Water District engineering staff which arc
file with the Carlsbad Municipal Water District Engineering Department
incorporated herein by reference and are accepted.
3. That the Secretary be authorized to publish an Invitation to Bi
accordance with Section 3.28.120 of the Municipal Code.
PASSED, APPROVED AND ADOPTED at a special meeting of
Carlsbad Municipal Water District held on 23rd day of June

WHEREAS, the City Council of the City of Carlsbad, California,
determined it necessary and in the public interest to approve the plans
specification and to authorize publishing an advertisement for bids for the Car
Road West Reach 1 Water and Recycled Water Transmissions Mains and Colk
Sewer for South Agua Hedionda Interceptor Sewer, CMWD Project Nos. 88-602
92-406; and
WHEREAS, funds appropriated in the 1997/98 Budget for the Se
Zone Program for the South Agua Hedionda Interceptor Phase I in the amour
$374,400 as of May 31, 1998, are available, therefor, there are sufficient fu
available for this project; and
WHEREAS, plans and specifications for the Cannon Road V
Reach ‘l Water and Recycled Water Transmission Mains and Collector Sewer
South Agua Hedionda Interceptor Sewer, CMWD Project Nos. 88-602 and 92-
have been prepared by the District engineering staff with a cost estimate
$185,000 for the collector sewer portion of the total project which are available
review in the Engineering Department of the Carlsbad Municipal Water District; ai
WHEREAS, authorization is hereby granted by the City Council
publish an Invitation to Bid in accordance with Section 3.28.120 of the Munic
Code.
