RECOMMENDED ACTION:
Adopt Resolution No. 98-J 20 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the 1998 Northwest Quadrant Curb Ramp Installation,
Project No. 3523-3.
ITEM EXPLANATION:
For a number of years, the City of Carlsbad has made a strong commitment to compliance with
the federal Americans with Disabilities Act (ADA). The City enforces ADA compliance for all of its new construction and is also committed to retrofitting older facilities of the City to bring them into
compliance with the law and the needs of the citizens and visitors to Carlsbad. One of the key
elements of this compliance is the Pedestrian Curb Ramp Program. This program has budgets of $250,000 for fiscal years 97-98 and 98-99 and the amounts of $250,000 for fiscal year 99-00 and
$225,000 for fiscal year OO-Olprogrammed in the budget. This program involves identifying street corners where pedestrian curb ramps are needed, preparing plans, specifications and cost
estimates to retrofit these curbs, solving right-of-way issues and performing construction. Recent estimates indicate approximately 450 pedestrian curb ramps to be installed throughout the City in
locations where sidewalk currently exists.
The Pedestrian Curb Ramp Program has been divided into two projects for the 1997/98 fiscal
year, one in the Northwest Quadrant and one in the Southeast Quadrant. These quadrants were
chosen due to the high percentage of the curb ramp retrofit needs located in those locations of the
City. The 1998 Southeast Quadrant Curb Ramp Installation Project is currently under construction.
Staff has completed the plans and specifications for the 1998 Northwest Quadrant Curb Ramp
Installation Project and recommends that the City Council authorize advertisement for bids. The
project involves the construction of 200 pedestrian curb ramps scattered throughout the northwest
quadrant. Specific locations are shown on Exhibit 1. Installing these curb ramps will complete approximately 50% of the citywide retrofit needs.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).

Funding in the 1997-98 and 1998-99 budgets from traffic impact fees has been appropriated for
this and the Southwest Quadrant Curb Ramp Installation projects. Sufficient funds are available in the pedestrian curb ramp account to construct both projects. Staff estimates that after
construction of the Southeast Quadrant Curb Ramp Installation Project, there will be $166,000
remaining in the 1997-98 allocation. That amount and $134,000 from the 1998-99 allocation will
suffice to construct this pedestrian curb ramp project under consideration. The remaining funds
will be used for continuing design and construction of pedestrian curb ramps throughout the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE 1998 NORTHWEST QUADRANT
CURB RAMP INSTALLATION. PROJECT NO. 3523-3.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to retrofit sidewalk curbs at intersections to bring
them into compliance with the federal Americans with Disabilities Act (ADA); and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cansbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented are hereby
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, Notice to Contractors Inviting Bids for the 1998 Northwest
Quadrant Curb Ramp Installation, Project No. 3523-3.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 7th day of July , 1998 by the following vote, to wit:
