Staff recommends Council adopt Resolution No. c18 -63 5, accepting the bid PI
Waxie Sanitary Supply to provide janitorial supplies to the City of Carlsbad.
ITEM EXPLANATION
The City of Carlsbad purchases janitorial supplies for use in City facilities. We I
contracts with suppliers to help keeps prices low, standardize the items used and
availability. Council awarded the last janitorial supplies contract in 1994 and it was
through all three of the additional option years. It is necessary to re-bid and awa
agreement.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was
and Requests for Bid were sent to 19 vendors. Of the seven bids received, only twc
all requested items. After evaluation, the bid from Mission Janitorial was considc
responsive due to numerous substitutions that did not meet the specifications. The
Management Division recommends acceptance of the bid of $30,729.30 from Waxie
Supply, 9353 Waxie Way, San Diego CA 92123.

CUSTODIAL SUPPLIES BID
Per the request of Kevin Davis, I asked staff to review the Custodial Supplies Bid
submittal again utilizing the spread sheet developed by Kevin. After making several
adjustments to the bid units to ensure uniformity in the quotes, we determined the actual
bid price was as follows:
Mission Janitorial $30,729.30
Waxie $30,732.55
Although Mission’s bid is slightly lower, they substituted numerous items (thirteen) in lieu
of the national brand items that we specified. We specified these products specifically
because they have been field tested and proved to be superior in most instances. In
addition, our staff is familiar with these products, have been trained on their use and the
MSDS sheets are on file.
I would therefore like to recommend that Mission’s bid be rejected as non responsive
and the contract awarded to Waxie.

RESOLUTION NO. 98-232
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, ACCEPTING A BID AND AUTHORIZING THE
PURCHASE OF JANITORIAL SUPPLIES.
WHEREAS, the City of Carlsbad requires janitorial supplies, and;
WHEREAS, proper bidding procedures have resulted in the receipt of a bil
qualified vendor;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of (
as follows:
I. The bid of Waxie Sanitary Supply, 9353 Waxie Way, San Diego CA !
hereby accepted.
2. The Purchasing OfFicer is hereby authorized and directed to issue p
orders to this vendor for janitorial supplies as may be required for a perio,
year beginning July, 15 1998; such arrangement may be extended by
Manager for three additional one (1) year periods with revised prices tc
after mutual agreement.
