ITEM EXPLANATION:
On June 3, 1998, the Planning Commission conducted a public hearing and recomrr
approval with a 7-0 vote of a street name change to rename Monroe Street to R
StreeVLancer Way. As shown on the attached location map, the area of chang
involves that portion of Monroe Street between Basswood Avenue and Chestnut Av
The applicant, Carlsbad High School and its Associated Student Body, are requesti
street name change to celebrate the location of Carlsbad High School and enhance
pride.
The proposed street name change conforms to all requirements of the City Council's
Naming and Addressing Policy No. 20. The main name Lancer does not conflict witt
street names in the quadrant or City. The Police and Fire Departments have statel
provided their emergency response maps and databases are updated, no emel
response concerns exist with the proposed street name change. While the num
letters on the street signs would exceed the maximum established in Policy No. 20,
remedied by creating custom-sized street signs. As mentioned below, the students
high school have committed to pay for all costs associated with the street name ct
therefore the custom street signs do not raise any issues with staff.
The Monroe Street designation will still function as a valid street name, therefore no i
to the addresses of existing properties will occur. A local Post Office represel
indicated that the street name change would not affect mail delivery in the area. This
name change merely allows Carlsbad High School to obtain the address of One L
Way.
ENVIRONMENTAL REVIEW
The renaming of a street is exempt from environmental review pursuant to Section 15:
of the State CEQA Guidelines. The Planning Director will issue a Notice of Exemption
final project determination.
FISCAL IMPACT:
The changing of the street name will require new street signs at Monroe Si

I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4301,
RECOMMENDING APPROVAL of Street Name Change SNC 98-01, based upon the findings
and subject to the conditions contained therein.
11. INTRODUCTION
The proposed street name change would rename that portion of Monroe Street between
Basswood Avenue and Chestnut Avenue to Monroe StreetlLancer Way to recognize the location
of Carlsbad High School, whose team name is the Lancers. The proposed street name change is
consistent with the City Council’s Policy No. 20 regarding street naming and addressing. The
existing residences and the Women’s Club located on Monroe Street will not be impacted since
postal delivery and addressing would still recognize and use the Monroe Street designation. The
Carlsbad High School, however, could use the Lancer Way designation for addressing and postal
services. Staff has no issues with the proposal.
111. PROJECT DESCRIPTION AND BACKGROUND
Carlsbad High School is requesting a street name change for that portion of Monroe Street in
front of their school. As shown on the attached location map, the proposal involves renaming
only that portion of Monroe Street between Basswood Avenue and Chestnut Avenue to Monroe
StreeVLancer Way. The high school’s team name is the Lancers and the renamed street would
celebrate that identity.
In 1987, the City Council adopted a policy statement regarding naming, renaming and addressing
of streets. The action served to implement the General Plan Circulation Element program to
“establish and maintain an official street naming and addressing plan to remove conflicts,
duplication and uncertainty”. A conflicting or confusing street naming or addressing system can
increase congestion, detour visitors and slow emergency response. Therefore, Council Policy
No. 20 details a system for selecting the main street name, its suffix and the addresses on the

street. This procedure is followed during the final subdivision map review, prior to the public or
private street being recorded.
Occasionally the need arises to rename a street. Typically this is based upon confilsion 01
resulting potential delay in safety response times. In some instances, a street has been renamed
to satisfy a developer’s marketing needs or a neighborhood’s place identity needs, provided it
remained consistent with City Council Policy No. 20. Such is the case with this street name
request.
IV. ANALYSIS
As discussed above, the only document governing the naming and renaming of private and
public streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In
addition to the regulatory documents, a street name or rename should not interfere with safe and
adequate circulation, including emergency response time. A street name change should also not
create adverse impacts to any existing residences or businesses on that street by affecting postal
or utility services. Therefore, the following analysis is divided into two sections, one discussing
compliance with the Council policy, the other discussing the potential circulation and local
property impacts.
A. Conformance with Council Policy No. 20
The Street Naming and Addressing Policy specifies the types of main names and suffixes for
streets within Carlsbad. As shown on the attached Street Name Classification Map, different
portions of the City have themes for the main name of a street. For example, streets in the
southwest quadrant should be labeled with either names of flowers, trees, plants, birds or nautical
terms (such as Poinsettia Lane, Kestrel Drive and Windrose Circle). The allowed street names
for the northwest quadrant include any non-conflicting name, regardless of theme.
The Street Naming Policy also lists acceptable street name suffixes or designations. These
designations are grouped to indicate size and direction of a street. For example, north-south
trending roadways are typically named streets or drives whereas east-west trending roadways are
typically avenues or roads. To allow the street names to fit on a standard street name sign, most
names are limited to a maximum of 16 characters, The City has allowed street names longer than
16 characters in the past, however the project applicant must reimburse the City for the cost of
these customized street signs.
The proposed street name change from simply Monroe Street to Monroe StreedLancer Way
conforms to Council Policy No. 20. The term “Lancer” is not the same as, or similar to, any
other street name in the City. The street designations of “street” and ‘bway” do not conflict with
the directional criteria of street suffix naming. While the total number of characters proposed
would exceed 16, the project applicant is conditioned to reimburse the City for all costs
associated with changing the street name, including new street signs. Given the above, the
proposed street name is consistent with City Council Policy No. 20.

B, Circulation and Local Property Impacts
As discussed above, .confusing or conflicting street names can increase congestion and slov
emergency response times. The current proposal would not create confusion since the mair
name of “Lancer” is not used in any other form throughout the City. The proposed street name
change has been reviewed by the Fire and Police Department and no emergency response
concerns were raised. Some emergency response maps and dispatch data bases may neec
adjustment, however the applicant is conditioned to reimburse the City for all costs associatec
with these revisions. Therefore, the proposed street name change will not cause any adverse
circulation impacts.
There are currently eight (8) multifamily apartment complexes, nine (9) single family homes and
the Carlsbad Women’s Club fronting on Monroe Street. Adjacent to the High School is also the
Cultural Arts Center and the Swim Complex. Verbal discussions with the Carlsbad Post Office
confirm that all of these locations can keep their Monroe Street designation and no intemption
in mail service will result due to the street name change. The High School, and any other willing
property owner, may elect to use the Lancer Way designation, provided the post office is alerted
of that desire. All utility companies receive addressing information fi-om the City Building
Department and will be advised of the street name change. Since the Monroe Street designation
will still be a valid designation for all involved properties, no impacts to services or billing
should occur. In addition, no property owners or residents will need to change stationary,
business cards or phone listings unless they desire to use the Lancer Way designation. Based
upon the above, no adverse impact to local properties should occur as a result of the proposed
street name change.
V. ENVIRONMENTAL REVIEW
The physical ramification of a request to change a street name involves the refacing of existing
street name signs and qualifies as a minor alteration of existing public structures involving
negligible expansion of use. The proposal is therefore exempt from environmental review
pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be
filed with the County Clerk following final project determination.

BACKGROUND: Due to the number of streets existing and planned in the City of Carlsbad, tl
Council determined that it was in the public interest to adopt a policy for naming and numbering
public and private streets and changing the names of existing streets, according to authority give

PURPOSE:
1. To establish a policy ensuring a uniform system for naming and addressing new public and PI
streets in subdivisions and developments H the City of Carlsbad.
2. To establish a policy ensuring a uniform system for changing existing street names in the Cit)
Carlsbad.
POLICY:
1. All proposed new public and private street names shall conform to the Geographical Area
Classification Map (Exhibit A) of this Policy.
2. All proposed street names (public and private streets) shall conform to the Authorized Street
Designation List (Exhibit B) of this Policy.
3. The main name for a street shall be used only once.
4. All proposed building numbers shall conform to the general system for numbering buildings I
in this Policy.
PROCEDURES:
1. All tentative map developers shall submit street names for approval to the Planning Departme

Tentative Subdivision Map.

Assistant Director, Gary Wayne, introduced this item and stated that Associate Planner, Mike Grim, will
present the staff report.
Project Planner, Mike Grim, presented the staff report and described the project as follows: This is a
request for a street name change. The area in question is on Monroe Street, only from Chestnut to
Basswood Avenues, and is essentially on the portion of that block in front of the Carlsbad High School.
The name change has been requested by the Associated Student Body of Carlsbad High School, and the

1998 Senior Class of Carlsbad High School, and it is proposed that the name be changed to Monroe
StreeVLancer Way. The purpose of the change is to gain identity much the same as other high schools in
the North County. In checking with the Carlsbad Post Office, it has been determined that the Carlsbad
High School will be allowed to use the address, One Lancer Way, as a valid address. This proposal will
not affect any addresses on any part of Monroe Street and the existing street numbers will remain valid.
However, if the swim complex or the Cultural Arts Center decided that they would like to use the street
name Lancer Way, they would be allowed to do so. Staff has reviewed this request and has found that it
is consistent with the street naming and addressing policy and is consistent with all of the policies that are
contained in the City Council statement that “No conflicting names can occur in the Northwest Quadrant.”
The only possible inconsistency may lie with the number of letters required for the street signs. To allow
the street names to fit on a standard street name sign, most names are limited to a maximum of 16
characters. The City has allowed street names longer than 16 characters in the past. However, the
project applicant must reimburse the City for the cost of these customized street signs. The Carlsbad
High School Associated Student Body has agreed to pay for all costs of changing the street name and that
would include any customized signs at Chestnut Avenue and Basswood Avenue, and any change to the
emergency dispatch data base for the Fire and Police Departments. The request has been circulated
around the City and the Fire and Police Departments have gone on record as saying that they have no
issues with the request and that the name change will not affect emergency response. The Engineering
Department has also stated that there will be no affect on the local circulation. There will be no local
property impacts. Staff is recommending approval of this street name change. Mr. Grim also stated that
the Commission is being asked to recommend approval of the street name change to the City Council.
Commissioner Compas asked if there are any other streets in Carlsbad that have lwo names such as
those proposed in this street name change.
Mr. Grim replied that there is one section of Poinsettia Lane, when it crosses the 1-5 freeway, that is
designated as Poinsettia LanejAviara Parkway.
Applicant, Maggie Stanchi, Assistant Principal of Carlsbdd High School. representing Carlsbad High
School Administration and the Associated Student Body (ASB), stated that there are other high schools in
the North County that have re-named the streets in front of their schools to honor their high schools and
Carlsbad High School would like to do the same. Regarding the cost to the City, Ms. Stanchi stated that
the students of Carlsbad High School will pay all the costs involved from funds donated to the AS6 by the
1998 Senior Class.
Commissioner Welshons asked if they have an estimate of what the cost will be, including the custom
signs.
Mr. Grim stated that he had directed the students to confer with one of the more recent applicants who
requested and paid for custom signs.
Ms. Stanchi stated that she recalled a figure of under $200., but was unsure of any exact figure.
Commissioner Welshons asked if they understood that the street name will not be Lancer Way
exclusively, but will be Monroe Street/ Lancer Way.
Ms. Stanchi replied that they do understand that.
Commissioner Welshons asked if there will be a mailbox or sign indicating the address as One Lancer
Way.
MS. Stanchi responded by stating that there will be a sign at the entrance to the student parking tot and the
staff parking lot that will read, One Lancer Way, and will be on school property. Also, all of the letterhead,
business cards, address information, etc., will be designated as One Lancer Way.
Commissioner Compas asked who is going to pay for the new letterhead, business cards, etc.

Ms. Stanchi replied that the school district gives them a budget and as they run out of those supplies, they
will be re-ordered with the address change and will be paid for out of the budget.
Commissioner Compas asked what the substance of benefits will be from this street name change.
MS. Stanchi replied that it is a matter of school pride and the renaming of the street in front of the school
will reinforce the pride that is already there.
Chairperson Noble opened Public Testimony and offered the invitation to speak.
Red Griswold, 3955 Hollyberry Lane, Carlsbad, Senior Class President, stated that his class is funding the
street name change. He further stated that from a conversation with Larry Clemens, at Aviara, he was
able to ascertain that the estimated cost will be in the neighborhood of $700 and that his senior class
account has more than enough money to pay the costs. Mr. Griswold also pointed out that all of the
students he has spoken to about the street name change have agreed that it would be very meaningful
and a reinforcement of school pride as Ms. Stanchi previously stated.
Commissioner Welshons asked if the funds will come from the ASB budget or the Senior Class budget
and has this project been put to a school vote.
Mr. Griswold replied that the funds will come from the Senior Class Budget and the project was not put to
a school vote, rather it was a collective decision by the Senior Class Council. He also pointed out that the
funds are as a result of several fund raising activities by the Senior Class.
Tasha Frazee, 2062 Truesdale Lane, Carlsbad, concurred with the statements by the Assistant Principal
and by Senior Class President, Red Griswold.
.COrT"IiSSiOtler Cornpas asked if there was a substantial nllmber of Seniors that are against the street
name change.
Ms. Frazee replied that she has not spoken to anyone who is not in favor of the change.
Mr. Grim stated that he had received one written negative response, written on the bottom of the Notice of
Public Hearing, from Shirley and Dick Demory. 3308 Belle Lane, Carlsbad, a copy of which is on file in the
Planning Department.
Seeing no one else wishin.g to testify, Chairperson Noble close Public Testimony.
Regarding the school's intent to erect signs at the parking lots' entrance, Commissioner Welshons asked if
he had been aware of that intent.
Mr. Grim replied that this is the first he has heard about signs but that the City typically requires that
places be clearly identified by their addresses. Also, he is not certain if Carlsbad High School has a Sign
Program but he will look into the matter and handle it through the normal sign permitting process.
ACTION: Motion by Commissioner Heineman, and duly seconded, to adopt Planning Commission Resolution No. 4301, recommending approval of Street Name
Change SCN 98-01, based upon the findings and subject to the conditions
contained therein.

WHEREAS, pursuant to the provisions of the Municipal Codd
Planning Commission did, on June 3, 1998, hold a duly noticed public hearil

Dear Buddy,
As a resident of Carlsbad for almost 34 years I have seen many changes, and have
been supportive of many of them.
But I doubt the wisdom of changing the name of Monroe Street between Basswood
and Chestnut. Carlsbad High School has always been a good indication of location
without any special street name. For example, Pilgrim United Church has located
itself at “Chestnut and Monroe, across from the high school.”
“Monroe StreetiLancer Way” is likely to be a source of confusion, as well as being
too long for a street name.
My main objection is the expense of the name change. In addition to the street signs
along Monroe Street, there is the large lighted sign at the intersection of Chestnut and
Monroe. It would be expensive to have that sign changed. There is also the expense
which would be incurred in map changes, and changes of address for those living
along Monroe between Chestnut and Basswood. This would also include the
Women’s Club.
Our two daughters graduated from CHS in 1965 and 1968, and one of our grandsons
graduated this year. We have always been supporters of CHS, but don’t see
the value of the name change. Over the 34 years that Pilgrim Church has been
in Carlsbad there have been many dozens of the members of our youth group who
have been proud students of Carlsbad High. I would doubt that these graduates feel
there is value in the proposed change.

MONROE STREETLANCER WAY - REGISTRAR OF VOTERS REQUEST
This memorandum is in response to an inquiry by Mayor Pro Tem Finnila
regarding voter registrations along Monroe StreeULancer Way (copy attached).
Apparently, the Registrar of Voters mailed notices to all residents along Monroe
StreeVLancer Way requiring them to change their voter registration to reflect the
new street name. As you have correctly noted, this repercussion was not
anticipated with the street name change since the Post Office was not requiring any addressing changes and Monroe Street is still a valid street name.
Therefore, Planning Department staff contacted Rita Watson from the Registrar
of Voters and explained the intent of the street name change and the addressing
ramifications (or lack thereof) as described by the Post Office. Rita agreed that
the notices were sent in error and said "she would take care of it". Planning
Department staff will follow up in approximately two weeks to ensure that the
notices have been rescinded.

CHANGE, RENAMING MONROE STREET TO MONROE
STREETLANCER WAY BETWEEN BASSWOOD AVENUE
AND CHESTNUT AVENUE IN THE NORTHWEST
QUADRANT.

WHEREAS, pursuant to the provisions of the Municipal Code
Planting Commission did, on June 3, 1998, hold a duly noticed public hearil
prescribed by law to consider a Street Name Change; and
WHEREAS, the City Council of the City of Carlsbad, on the 14th
of July , 1998, held a duly advertised public hearing to consider said Street 1
Change and at that time received the recommendations, objections, pro
comments of all persons interested in or opposed to SNC 98-01; and
