PRIMA FACIE SPEED LIMIT ON CITY ATTY.
HIDDEN VALLEY ROAD CITY MGR.
RECOMMENDED ACTION:
Introduce Ordinance No. N,T- 4 5 j to establish a prima facie 40 mile per hour speed limit upon
Hidden Valley Road from Camino de las Ondas to Palomar Airport Road.
ITEM EXPLANATION:
Hidden Valley Road functions as a collector road but is unclassified on the Circulation Element of the General Plan. It is a fully improved roadway with a curb-to-curb width of 48 feet. The road
was opened to traffic in late 1996 and follows a curvilinear alignment of 0.93 miles. It provides
access to Poinsettia Park and the new Zone 20 elementary school that will open in Fall 1999.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The
Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
Staff presented the results of the Engineering and Traffic Survey to the Traffic Safety Commission
at their June I, 1998 meeting. By a 3-O vote, the Commission recommended establishing a
40 mile per hour prima facie speed limit upon Hidden Valley Road from Camino de las Ondas to
Palomar Airport Road.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT:
Installation of six (6) speed limit signs will cost about $750.

ORDINANCE NO. NS-451
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
ADDITION OF SECTION 10.44570 TO ESTABLISH A PRIMA
FACIE 40 MILE PER HOUR SPEED LIMIT UPON HIDDEN
VALLEY ROAD FROM CAMINO DE LAS ONDAS TO ITS
INTERSECTION WITH PALOMAR AIRPORT ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title IO, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the addition of Section 10.44.570 to read as follows:
“1044.570 Hidden Vallev Road:
Upon Hidden Valley Road from Camino de las Ondas to its
intersection with Palomar Airport Road, the prima facie speed
limit shall be forty miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
day of , 1998, and thereafter,

held on the day of , 1998 by the following vote, to wit:
