CARLSBAD ARTS COMMISSION
RECOMMENDED ACTION:
Adopt Resolution Nos. "Is-237 , and W-aA/O , appointing two
members to the Carlsbad Arts Commission.
ITEM EXPLANATION:
The terms of Laurie Batter and George Willis expire in March, 1998.
Laurie Batter was originally appointed to the Commission in April,
1991, was reappointed in March, 1994, and has served seven years.
George Willis was originally appointed to the Commission in
September, 1993, to fill an unexpired term, was reappointed in
March, 1994, and has served four and one-half years.
Other members of the Commission are: Gene Chartier, Bunny Kacher-
Dolnick, Bill Lignante, Susan Pynes, and Arthur Wood.
NOTE: Members of the Carlsbad Arts Commission are subject to the
requirements of the Political Reform Act, and must file a
Statement of Economic Interest.

FELICIA W. SHAW
Biography
Felicia Shaw has worked as Program Administralor for the Commission since October. 1995 after
sewing as a consultant with the agency far four years. A graduate of Northwestern University, Ms. Shaw
began her career in the arts as the owner of a Czirlsbad based atis consulling fum. handling the business needs of visual artists and placing original art in corporate and private collections. Post graduate studies
at the University of California, San Diego and Palomar College’s Museum Management Program led to
consultant relationships with several community based ads and culture organ&ions including Sushi
Viual and Performing Arts and the African American Museum of Fine Arts, where she served as its fiR1
program director. Later, as Cultural Arts Coordinator for the City of Chula V&ta, she was responsible for the oversight of the community’s annual arts and cullural festival. Since joining the Commission, Ms.
Shaw has Influenced the growth and development of the agency through the facilitation of long and short
range pknning activities. She conducted a needs assessment of the arts and culture community in 1992
which led to the completion of a community cultural plan in 1994. An important outcome of the plan was
the Advance Program, an intense technical assistance program for arts and culture organizations which
Ms. Shaw helped design and currently manages. She also supports agency operations through msourw development, special event planning and the coordination of marketing communications. In 1992, she
sefved as &ttict Coordinator (District 5) for the California Assembly of Local Arts Agencies and Is
currently a member of the board of trustees for Partners for Livable Places, San Illego.

EXPERIENCE: I have been a professional photographer for more than 20 years.
I have been teaching photography at the college level in Los Angeles for more than

We operate the COAL Gallery located in the Village Fair. In addition we operate the artists show

fields and Pea Soup Anderson’s I am a member of the North County Photographic Society.

a Carlsbad residence for the past five and one half years I have been activity involved in a wide variety of fund raising activities to support the music education of graduating seniors from high
schools in the North County. Selected accomplishments and activities include:
Current president of the North Counn Music Scholarship Foundation. This non-profit
group with 200+ members raises scholarship money for deserving seniors. Typically we
award six to seven $1,000 scholarships per year. Fund raising activities include several
fashion shows during the year. auditions for aspiring recipients. and Carlsbad’s “Parade
of Trees” held annually at Neimans Restaurant. Additionally, I have initiated a program
whereby North County, residents donate used musical instruments to local grammar.
junior high and high school music departments.
As a member of The Carlsbad Chamber of Commerce I am actively involved on the
education committee attending numerous events supporting and honoring educators and students in our community.
As an active member of Newcomers I support and welcome new residence moving into
the communie.
Current ‘member of The Carlsbad Arts Associates working with Ms. Connie Beardsley
supporting music education in local schools.
My interests are to further the community’s support for art and art education and I believe I
\v,ould be a substantial asset as an active and productive member of The Arts Commission.
