RECOMMENDED ACTION:
Adopt Resolution No. 98-dci3 for approval of a change order to relocate electrical
and authorization to increase contingency and inspection services budgets fo
Batiquitos Sewage Force Main Replacement, CMWD Project 85-401, Contract No, 34
ITEM EXPLANATION:
On November 18, 1997, the City Council adopted Resolution No. 97-690 awarc
construction contract and approving the budget for construction of the North Bi
Sewage Force Main Replacement. The contingency budget is established to cover (
to the project occurring during construction. The contingency budget was appr
$24,000.
During construction of the Broccato housing tract, the Developer, Brookfield Homes
an electrical conduit to an unauthorized location. The electrical conduit was moved
repeated damage to the conduit occurring during construction of a desilting basin. H
the present location of the electrical conduit directly interferes with the designed lo(
the sewage force main. In order to diligently pursue completion of the sewage for(
contingency funds in the amount of $45,000 are necessary to cover the expensc
electrical conduit relocation. The City will pursue recovery of the change order co
Brookfield Homes.
An additional $5,000 is requested for the inspection services budget to cow
associated with coordination and inspection necessary to address the continger
described above. Staff recommends increasing the contingency budget to !
reflecting an increase of $45,000 and increasing the inspection services budget to :
reflecting an increase of $5,000 over the previously authorized budget.
FISCAL IMPACT:
Appropriations totaling $44,000 are currently available for construction contingenc
inspection services associated with the Sewage Force Main Project. An a1
appropriation of $50,000 is being requested from the Sewer Replacement Fund (Se
below.)

There are sufficient funds in the Sewer Replacement fund for the additional approprial
ENVIRONMENTAL REVIEW:
The Planning Department approved a mitigated Negative Declaration for this prc
August 21, 1997, and Coastal Permit was issued on August 20,1997.

TO INCREASE CONTINGENCY AND INSPECTION
SERVICES BUDGETS FOR NORTH BATlQUlTOS
SEWAGE FORCE MAIN REPLACEMENT, CMWD
PROJECT 85-401, CONTRACT NO. 34521
WHEREAS, the City Council of the City of Carlsbad, California ado1
Resolution No. 97-690 on November 16, 1997, awarding the construction coni
and approved the budget For construction of the North Batiquitos Sewage Force F
Replacement, CMWD Project No. 85-401, Contract No. 34521 ; and
WHEREAS, the present location of an electrical conduit will require relocz
in order to diligently pursue the completion of the sewage force main construc
and
WHEREAS, the City Council of the City of Carlsbad, California has determi
it to be in the public interest to approve an authorization to increase the contingc
and inspection services budget in the amount of $45,000 for contingencies
$5,000 for inspection services.
NOW, THEREFOR, BE IT RESOLVED, by the City Council of the Cit
Carlsbad, California as follows:
I. That the above recitations are true and correct.
2. That appropriations in the amount of $24,000 for contingencies
$20,000 for inspection services are available for the North Batiquitos Sewage Fc
Main Project.
3. That the authorization for an increase in the contingency budget of
additional $45,000 and an increase in the inspection services budget of an additic

$5,000 is authorized to be appropriated from funds available in the S
Replacement Fund.
4. That the change order for relocation of the electrical conduit be apprc
and that the City Manager is hereby authorized to execute the change (
thereafter.

Council of the City of Carlsbad, California held on the 21st da
