I RECOMMENDED ACTION:
Adopt Resolution No. 9 8 *$fL approving the Six-Year 199804 Regional Transportation Improvement Program/TransNet Program of Projects for Carlsbad.
I ITEM EXPLANATION:
The 1998-2004 Regional Transportation Improvement Program (Regional TIP or RTIP) is a six-year
program of proposed major highway, arterial, transit and bikeway projects. The San Diego Association of Governments is required by State and Federal law to develop and adopt a Regional
TIP every two years. The 1998-04 RTIP is due to the State by August 1, 1998.
Most major transportation projects must be included in the approved RTIP prior to receiving certain
categories of State and Federal funding and Federal project approvals. In addition, the
“Proposition A (TransNet): San Diego Transportation Improvement Program - Ordinance and Expenditure Plan” also requires that proposed TransNet funded projects be included in the RTIP.
In addition, the Federal Metropolitan Planning and Air Quality Conformity Regulations requires
inclusion of all regionally significant capacity increasing road projects for air quality emissions
analysis.
Each City in the region must adopt a recommended six-year local streets and roads project list
following a public hearing process. The public hearing must allow the public an opportunity to
comment on the City’s RTIP list. This plan must be adopted biennially by the agencies participating
in SANDAG that wish to use TransNet funds.

0 Federal Surface Transportation Program (STP) 0 Federal Highway Bridge Rehabilitation and Replacement (HBRR) Program
l SANDAG TransNet Local (L) 0 SANDAG TransNet Highway (H)
0 Capacity Increasing Privately Funded over $300,000
Federal Surface TransDortation Program
Funds anticipated under the STP program will be applied towards the Ranch0 Santa Fe Road
($2 million) and Melrose Drive ($3 millioa) projects. Projects receiving these funds must meet strict
Federal funding requirements. In addition, the Ranch0 Santa Fe Road project was recently granted
an additional $2.25 million in High Priority Project funds authorized pursuant to the recently enacted Transportation Equity Act for the 21”’ Century (TEA-21).
Federal Hiahwav Bridae Rehabilitation and ReDlacement Proqram
Last year, the City received a commitment of $6.1 million dollars for the replacement of the
Ranch0 Santa Fe Road bridge over San Marcos Creek.

TransNet - Local
The RTIP program shows a projected allocation of TransNet local funds over the next six years of
approximately 17 million dollars. The projects which will receive these funds are as follows:
South Carlsbad Village Storm Drain $3,760,000
Six-Year Sidewalk Construction Program $3,100,000
Six-Year Pavement Management (Overlay) Program $8,300,000
Carlsbad Boulevard Bridge Replacement $600,000*
Palomar Airport Road Widening, El Camino Real to Melrose $550,000
Palomar Airport Road Widening, El Camino Real to Yarrow $700,000
*An additional $500,000 in TransNet local funds were allocated for the Carlsbad Boulevard Bridge
Replacement Project in the last fiscal year.
TransNet - Hinhwav
Funds in this category that benefit the City of Carlsbad are from the SANDAG SR 78 Corridor
Reserve Project list. This past fiscal year, the City collected $4.2 million dollars in TransNet
Highway Funds for the Cannon Road West Reach 1 project. The only remaining project within the
City eligible for these funds is Cannon Road Reach 3 from El Camino Real to College Boulevard.
Funds totaling $1,150,000 are allocated for this project from this source.
A complete list of 1998-2004 RTIP projects is attached as Exhibit I. The Local category refers to
projects with anticipated funding from City developer fee programs or other City sources. All
regionally significant capacity increasing transportation projects which require City funding or are
funded through developer impact or district fees are included in the 1998-99 Capital Improvement
Program. The Private category refers to anticipated funding from private developer sources.
For the City to maintain its eligibility to receive TransNet funds, the Council must certify that the
various provisions of the TransNet Ordinance will be complied with in regards to the projects listed
on the Six-Year RTIP. The key provisions which require certification are as follows:
Section 8. Maintenance of Effort - The City must annually maintain as a minimum the same level of
local discretionary funds expended for street and road purposes as was reported in the State
Controller’s Annual Report of Financial Transactions for Streets and Roads - Fiscal Year 1984-85.
Section 9. Private Sector Funding - Requires that TransNet funds shall not be used to replace
private developer funding which has been or will be committed for any project.
Section 12 Establishment of Separate Accounts - The City shall deposit TransNet funds in a
separate Transportation Improvement Account and designate that any interest earned on the funds
shall be used only for the purpose for which the funds were allocated.
Section 16. Designation of Facilities - Each project in excess of $250,000 funded in whole or part
by TransNet revenues shall be clearly designated during construction as being provided from the
TransNet Measure.
Staff have reviewed each of the various provisions and found that they are currently and will
continue to be complied with for each of those projects receiving TransNet funds for the next six
year period.

FISCAL IMPACT:
Approving the RTIP is a requirement under State law for receiving TransNet, Federal and State
funds. It is also a requirement to receive TransNet funds. Approval of the RTIP ensures eligibility
for funding and programs the funding so that a positive cash flow is maintained.
Inclusion in the RTIP, however, is not necessarily a guarantee that the projects will receive the
stated funding. The amounts shown are the best available estimates of anticipated funding. In the
event that funding falls short or is not available, the City Council is not obligated to proceed with a
project just because it is included in the RTIP.
ENVIRONMENTAL IMPACT:
This action to approve the RTIP project list has been found to be exempt from the CEQA process
by the Planning Director pursuant to Section 15276 of the CEQA Guidelines, which states that
CEQA does not apply to the adoption of regional transportation improvement programs. It should
be noted that individual projects developed pursuant to the RTIP are subject to CEQA.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE SIX-YEAR
1998-04 REGIONAL TRANSPORTATION IMPROVEMENT
PROGRAM/-tRANSNET PROGRAM OF PROJECTS FOR
WHEREAS, on November 3, 1987, the voters of San Diego County approved the
6 San Diego Transportation Improvement Program Ordinance and Expenditure Plan; and
7 WHEREAS, the Ordinance provides that the SANDAG Commission shall approve a
6 multi-year program of projects submitted by local jurisdictions identifying those transportation
9 projects eligible to use transportation sales tax (TransNet) funds; and
10 WHEREAS, the City of Carlsbad was provided with an estimate of annual TransNet local
11 street and road revenues for Fiscal Years 1998 through 2004; and
12 WHEREAS, the City of Carlsbad has held a public hearing in accordance with
,3 Section 5(A) of the Ordinance.
14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
15 1. That the above recitations are true and correct.
16 2. That the 1998-04 Regional Transportation Improvement ProgramITransNet
17 Program of Projects for Carlsbad, attached as Exhibit 1, is hereby approved.
18 3. Pursuant to Section 8 of the TransNet Ordinance, the City of Carlsbad certifies
19 that the required minimum annual level of local discretionary funds to be expended for street and
20 road purposes will be met throughout the six-year period consistent with Maintenance of Effort
21 Requirements adopted by the SANDAG Commission on June 24,1988.
22 4. Pursuant to Section 9 of the TransNet Ordinance, the City of Carlsbad certifies
23 that TransNet funds programmed in the Six-Year 1998-04 Regional Transportation Improvement
24 Program/TransNet Program of Projects for Carlsbad do not replace private developer funding
which has been, or will be, committed for any project.
25 5. Pursuant to Section 18 of the TransNet Ordinance, the City of Carlsbad certifies
26 that each project of $300,000 or more will be clearly designated during construction with
27 TransNet project funding identification signs.

6. The City of Carlsbad does hereby certify that all other applicable provisions of the
TransNet Ordinance have been met.
7. The City of Carlsbad agrees to hold harmless and defend the SANDAG
Commission against challenges related to local TransNet funded projects.
