HomeMy WebLinkAbout1998-07-28; City Council; 14783; Classification Changes In Human ResourcesCl- OF CARLSBAD - AGEMA BILL 7Ji a&, TITLE: ESTABLISH NEW CLASSIFICATION AND RECLASSIFY ET-- DEPARTMENT ONE OFFICE SPECIALIST II POSITION TO HUMAN RESOURCES TECHNICIAN IN THE HUMAN RESOURCES RECOMMENDED ACTION: Adopt Resolution No. 98-250 establishing the new classification of Human Resources Technician, reclassifying an Office Specialist II position to a Human Resources Technician in the Human Resources Department, and amending the General Employees’ Classification and Salary Schedule. ITEM EXPLANATION: Over the past five years, Human Resources has substantially expanded the level of services provided consistent with the City’s mission and philosophy to deliver top quality services in an efficient and effective manner. Examples of the expanded services which demand on-going technical support include: the consolidation and upgrade of the automated Payroll and Human Resources Information system (HRIS), the implementation of the Performance Management and Compensation System, and the implementation of several new mandated laws, including the Department of Transportation’s Commercial Drivers’ Drug and Alcohol Testing Program, the Family and Medical Leave Act, and the Health Insurance Portability & Accountability Act. In addition, the Workers’ Compensation program will be transferring from Risk Management to the Human Resources Department during FY 1998-99. After conducting a thorough review of the current work program, staff recognized its need to reorganize and reallocate responsibilities to the most appropriate job levels. An intermediate technical classification between the clerical and management levels is needed to support the current and future demand for technical maintenance of these programs and systems. Based on this review, staff recommends the establishment of a new classification, Human Resources Technician at salary range 35 in the General Employees’ Classification and Salary Plan. The annual salary for range 35 is $27,919 - $33,935. The job description is submitted as Attachment A. Over the last three years the current Office Specialist II incumbent in Human Resources has been assuming additional responsibilities, such as processing salary and benefit changes for payroll input and assisting in various employment and recruitment activities. Based on the need for this level of responsibility, staff recommends reclassifying this Office Specialist position to the new classification of Human Resources Technician. - FISCAL IMPACT: The increased salary and benefit cost to reclassify the Office Specialist II to Human Resources Technician is approximately $4,000 annually. Human Resources will reallocate funds from temporary accounts to absorb the increased cost. WHEREAS, the Human Resources Department reorganized to provide more effective and efficient delivery of service and to consolidate job responsibilities; and, WHEREAS, it is necessary to establish the classification of Human Resources Technician in the General Employees’ classification and salary plan, to appropriately describe and compensate the assigned responsibilities of this new position; and, WHEREAS, it is desirable and necessary to reclassify one Office Specialist II position to the new position of Human Resources Technician; and, WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred on the impact of this recommendation on their respective represented employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. That the position of Office Specialist II is reclassified to Human Resources Technician in the Human Resources Department. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 28th day of JULY , 1998, by the following vote, to wit: AYES: Council Members Lewis, Finnila, Nygaard, Kulchin and Hall NOES: None ABSENT: None ATTEST: (SEAL) ,I Attachment A Resolution No. 98-250 CITY OF CARLSBAD JOB DESCRIPTION JOB TITLE: HUMAN RESOURCES TECHNICIAN DEPARTMENT: HUMAN RESOURCES DEFINITION: Under general supervision, to perform a variety of administrative activities to support the City’s recruitment and selection, employment, compensation and benefits functions; and to perform other related work as assigned. DISTINGUISHING CHARACTERISTICS: Human Resources Technician is the entry level class of the Human Resources series. Positions at this level perform a variety of semi-skilled and skilled administrative duties in support of the Human Resources functions. This level is distinguished from the next higher level of Human Resources Assistant which has both analytical and technical responsibilities. KEY RESPONSIBILITIES: Conduct a variety of recruitment activities, including but not limited to: attending career fairs, screening applicants for basic compliance with position requirements; scheduling interviews for examinations and final selection; proctoring and grading tests; maintaining records of test scores; preparing correspondence regarding recruitment processes; placing advertisements in media; verifying employment references; conducting follow-up pre-employment processing, such as, scheduling physicals, fingerprinting, identification card photos, etc. Process salary and benefit changes and initiates changes in status for payroll; performs data input of personnel transactions in the automated Human Resources/Payroll Information System database. Conduct new employee orientation and apprise employee of benefit options. Process a variety of employment forms, reports and records in areas such as, unemployment benefits, health enrollment forms and changes, drivers’ license status, etc. Verify employment of City employees to the public in accordance with related policies and procedures. Maintain personnel files and records. Maintain and distribute current employee information, policy and procedure information and other communications. Perform other duties as assigned or requested. QUALIFICATIONS: Knowledae of: 0 Human resource policies, practices, and procedures. l Modern office methods, practices and procedures, including computer use. a Human Resources and payroll database record keeping system. 0 Appropriate software applications, such as, word processing, spreadsheet or database management. Abilitv to: a l l Perform difficult technical and clerical work involving the use of independent judgment, initiative and accuracy. Exercise discretion and judgment in resolving problems. Read, understand, and explain policies, rules and regulations related to job within standard guidelines. Understand and carry out oral and written directions. Establish and maintain filing systems. Operate computer systems and utilize appropriate software applications used during the course of work. Organize work and meet deadlines. Develop and maintain effective working relationships. Communicate effectively in written and oral form. EXPERIENCE and EDUCATION: Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Equivalent to the completion of the twelfth grade, supplemented by specialized training in the clerical occupational field, and, Three years of progressively responsible clerical, technical or administrative experience, including one year of responsible experience involving the human resource function- PHYSICAL REQUIREMENTS AND ENVIRONMENTAL SETTING: Incumbents in this class are typically situated in a standard office environment and require no unusual physical abilities.
