RECOMMENDED ACTION:
Adopt Resolution No. 98-258 , appointing one member to the Traffic Safety
Commission.
ITEM EXPLANATION:
Bud Green has resigned from the Traffic Safety Commission, effective November 18,
1997. The vacated term expires in July, 2001.
Other members are: John Allen, Thomas Blake, James Courtney and Keith Gillfillan.
NOTE: Members of the Trafic Safety Commission are subject to the
requirements of the Political Reform Act, and must file a Statement of
Economic Interest.

Dear Mayor Lewis and Council Members:
As a member of the Carlsbad Traffic Safety Commission I have devoted my time and energies on
the commission to working towards a better city as respects traffic safety issues. The time has
come that due to the activities of my business, I must respectfully withdraw as a member of the
commission.
I have recently been accepted as the first National Agent for Farmers Insurance Croup, requiring
much travel and time devoted to training people in various states while setting up my insurance
program. The time commitment alone in this venture detracts from the value I can, in good
conscience, devote to the City of Carlsbad.
Please accept this request as my letter of resignation effective immediately.

WHEREAS, Bud Green has resigned as a member of the the Traffic Safety Commission
from a term that expires in July, 2001;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

QUALIFICATIONS: Thirty-five years mid to top level executive management experience in
planning, coordinating, decision making and problem solving with multi-disciplined selvice
support and logistic support organizations within both public and the private sector. Responsible
for the development of strategic long and short range business development and marketing
plans together with associated personnel, fiscal and logistic support plans designed to enhance and support business growth and expansion. Skilled in assisting business identify and develop
new business opportunities within the Government, Private and Academic sector. Examples of
new business opportunities developed for evolving business include Base Operations and Support Senrices, Facility Maintenance, Vehicle and Equipment Maintenance, Construction

EXPERIENCE:
Coordinated and managed the provision of integrated logistic support services for the Loaistics:
development of new government airborne electronic surveillance program (data and
configuration management, spare parts determination, maintainability, reliability, etc.). Planned
and coordinated the phased geographical relocation of multiple government and corporate
activities: to include personnel, equipment, electronic and w&ten data, records, furnishings, etc.;
phase-down and phase-in activities. Provided material, equipment and other sundry support
services for geographically dispersed operational sites. Developed plans for the identification and qualification of subcontractors. Negotiated contracts. Contract/Sub-contract Administration,
Management and Supenrision.
Service Su~oort: Successfully developed and implemented programs/projects providing for the
maintenance, repair and refurbishment of electronic equipment; construction. renovation,
maintenance and repair of government facilities; the maintenance and repair of vehicles, ground
and aviation support equipment; and operation and maintenance of utility systems. Directed the
provision of personnel, material and requisite service support required to satisfy contractual
obligations. Analyzed facility needs and developed long and short range plans, with associated
budgets, to enable support of current and future operations. Developed cost estimates to determine the feasibility of pursuing new business ventures. Established viable teaming
arrangements with both large and small business entities to ensure firm(s) represented has requisite technical qualifications to capture and successfully perform contractual requirements.

support activities of large multi-function logistic service support department involved in the
repair, modification, and refurbishment of aviation and ground related electronic equipment and systems. Reduced department ovetiead while simultaneously modemizing depot facilities and
technical capabilities; to include enhancement of employee technical skills. Successfully directed operations of a large material and senrice support organization having seven diverse

Provided requisite technical, administrative, and management overview and support to Program

organization responsible total development of an Indo-Chinese rt lee camp within the State
of California and the subsequent physical care of over 17,800 displaced personnel. Responsible
also for the procurement, coordination and ultimate provision of requisite ancillary services, from
government and private sources, to support the physical and medical needs of the refugee
population.
Human Resources and Administration: Performed personnel recruitment, placement,
administration and training activities for management, technical and non-technical personnel. Successfully directed the restructuring of large multi-disciplined product support departments.
Formulated and implemented effective operational policies and procedures to facilitate the
timely and cost effective completion of work. Revitalized major education/training programs
within private sector as well as the development and implementation of personnel staffing for
varied government service support contracts. Activities concerned required tactful interface and
negotiation with labor unions, subcontractors and prospective employees.
Vocational Education/Training: As an Associate Dean, developed, phased-in and managed the
Job Oriented Basic Skills (JOBS) program, essentially a vocational education program, for the San Diego Community College District. The JOBS program provided basic job oriented
employment skills in electricity, electronics and steam propulsion to military personnel lacking
the basic job oriented basic skills to attain entry into government technical schools, thereby
severely limiting their opportunity for upward mobility. As an Associate Dean, I was responsible
for the overall management and operation of a College Preparatory School for military personnel
selected to compete for Reserve Offtcer Training Scholarships permitting enabling their
attendance at any one of over 64 participating Colleges and Universities throughout the country.
Fiscal: Formulated and managed budgets ranging in value from $lOO,OW to $160 million per annum.
Milltaw: Retired from service with the Naval Establishment. Awarded Meritorious Service
Medal(s)) and other commendations for innovative and efficient management of large diversified
administrative and logistic support organizations.
