RECOMMENDED ACTION:
Adopt Resolution No. % ‘&& approving plans and specifications and authorizing the City
Clerk to advertise for bids for the construction of traffic signals at the intersections of Romeria/La Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue,
Project No. 3610.
ITEM EXPLANATION:
On April 14, 1998, the City Council authorized funding and directed staff to pursue design and
construction of the above traffic signals. All three proposed signals meet CALTRANS traffic signal
warrants and are on the City of Carlsbad 1998 Traffic Signal Qualification List.
Plans and specifications to install the traffic signals at the intersections of Rome&/La Costa
Avenue, Viejo Castilla/La Costa Avenue and CadencialLa Costa Avenue have been completed.
ENVIRONMENTAL REVIEW:
These traffic signals are categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA) Section 1503 Class 1 (f).
FISCAL IMPACT:
The Engineer’s Estimate for the construction cost of all three traffic signals is $276,000.
Construction, inspection, administration and contingencies will be about an additional $50,000. The
design cost of the traffic signals is $14,000. Funds in the amount of $370,000 have been
appropriated for all three traffic signals and are available for this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
TRAFFIC SIGNALS AT THE INTERSECTIONS OF ROMERlA/
LA COSTA AVENUE, VIEJO CASTILLA/LA COSTA AVENUE
AND CADENCIAILA COSTA AVENUE, PROJECT NO. 3610.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersections of
?omeria/La Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue,
‘reject No. 3610; and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental of said project have been
Irepared and are on file in the Engineering Department of the City of Carlsbad and are
ncorporated by reference herein; and
WHEREAS, funding from gas tax, includes sufficient funds to construct this project and
;aid project is included in the 1998/99 Capital Improvement Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

That the above recitations are true and correct.
That the plans, specifications, and contract documents as presented are hereby

1 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
2 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
3 traffic signals at the intersections of RomerialLa Costa Avenue, Viejo Castilla/ La Costa Avenue
4 & Cadencia/La Costa Avenue, Project No. 3610, in accordance with the plans, specifications,
5 and contract documents referred to herein.
7 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
g held on the 4th day of August , 1998 by the following vote, to wit:
