The 1998-99 Capital Outlay Budget includes $210,000 for a high pressure
sewer cleaning machine. This unit will assist the Sanitation Department in thc
Line Cleaning program that is a requirement of the California Regional Watc
Control Board. The new vactor will replace a 1989 Vactor that will be held ir
and utilized in the City's storm drain program.
Section 3.28.160 of Carlsbad Municipal Code provides for the Purchasing (
purchase equipment through cooperative purchasing programs with the 0th
agencies when the agency has made their purchase in a competitive manner. I
the formal bidding process, Yorba Linda Water District received four bids for
cleaning machine on June 1, 1998 with Haaker Equipment submitting th
responsive bid. On June 25, 1998 the Board of Directors for the Yorba Linc
District authorized the purchase of Vactor 21 10 in the amount of $200,723.17
included a public agency clause, allowing other governmental agencies to purc
units under a Cooperative Purchase Arrangement.

FISCAL IMPACT:
Funds for this purchase are in the Vehicle Replacement budget for this fiscal yc
amount of $210,000.
